NRC advisory panel approves AP1000 reactor design
Westinghouse Electric's AP1000 reactor design is safe, according to the Nuclear Regulatory Commission's Advisory Committee on Reactor Safeguards. "We conclude that there is reasonable assurance that the revised design can be built and operated without undue risk to the health and safety of the public," said Said Abdel-Khalik, chairman of the advisory group. Westinghouse Expects Additional AP1000 Nuclear Reactor Orders From China
“There are going to be more AP1000s and the success of the current ones will determine that,” Jack Allen, Westinghouse’s president for Asia, said in an interview in Beijing today, adding talks haven’t formally begun. “There are no guarantees. Westinghouse is working very hard with customers here.”
China and India are leading the biggest atomic expansion since the decade after the 1970s oil crisis to cut pollution and power economies. Under a 2007 accord, Westinghouse is jointly building four AP1000 reactors with companies led by China National Nuclear Corp., and has transferred nuclear technology as it seeks to forge a lasting partnership with future rivals.

Nuclear Power in China
- Mainland China has 12 nuclear power reactors in operation, 24 under construction, and more about to start construction soon.
- Additional reactors are planned, including some of the world's most advanced, to give more than a tenfold increase in nuclear capacity to 80 GWe by 2020, 200 GWe by 2030, and 400 GWe by 2050.
- China is rapidly becoming self-sufficient in reactor design and construction, as well as other aspects of the fuel cycle.
Domestic electricity production in 2009 was 3643 billion kWh, 6.0% higher than the 3,450 billion kWh in 2008, which was 5.8% more than in 2007 (3,260 billion kWh) and it is expected to rise to 3,810 billion kWh in 2010. Installed capacity had grown by the end of 2009 to 874 GWe, up 10.2% on the previous year's 793 GWe, which was 11% above the previous year's 713 GWe.2 Capacity growth is expected to slow, reaching about 1600 GWe in 2020. At the end of 2007, there was reported to be 145 GWe of hydro capacity, 554 GWe fossil fuel, 9 GWe nuclear and 4 GWe wind, total 713 GWe. In 2008, the country added 20.1 GWe of hydro capacity, 65.8 GWe coal-fired capacity, and 4.7 GWe wind.
These capacity increase figures are all the more remarkable considering the forced retirement of small inefficient coal-fired plants: 26 GWe of these was closed in 2009, making 60 GWe closed since 2006, cutting annual coal consumption by 69 million tonnes and annual carbon dioxide emissions by 139 Mt.
The grid system run by the State Grid Corporation of China (SGCC) is sophisticated and rapidly growing, utilising ultra high voltage (1000 kV AC and 800 kV DC) transmission. By 2020, the capacity of the UHV network is expected to be some 300 GW, which will function as the backbone of the whole system, having 400 GWe of clean energy sources connected, of which hydropower will account for 78 GW, and wind power from the north a further significant portion (wind capacity by 2020 is planned to be 100 GWe). Also by 2020, operational transmission losses are expected to be 5.7%, down from 6.6% in 2010. At the end of 2009, China had budgeted to spend $600 billion upgrading its grid.
Among the main listed generators, Huaneng Power produced 203.5 billion kWh from its domestic plants in 2009, 10.2% up on 2008. Datang Power produced 141.9 billion kWh, 12% up on 2008. Huadian Power produced 107.5 billion kWh, 6.75% above 2008. CPI Development produced 43.9 billion kWh, 2.0% above 2008 level.
While coal is the main energy source, most reserves are in the north or northwest and present an enormous logistic problem – nearly half the country's rail capacity is used in transporting coal. Because of the heavy reliance on old coal-fired plant, electricity generation accounts for much of the country's air pollution, which is a strong reason to increase nuclear share. China recently overtook the USA as the world's largest contributor to carbon dioxide emissions. The US Energy Information Administration predicts that China's share in global coal-related emissions will grow by 2.7% per year, from 4.9 billion tonnes in 2006 to 9.3 billion tonnes in 2030, some 52% of the projected world total. Total carbon dioxide emissions in China are projected to grow by 2.8% per year from 6.2 billion tonnes in 2006 to 11.7 billion tonnes in 2030 (or 28% of world total). In comparison, total US carbon dioxide emissions are projected to grow by 0.3% per year, from 5.9 billion tonnes in 2006 to 7.7 billion tonnes in 2030.3
Nuclear power has an important role, especially in the coastal areas remote from the coalfields and where the economy is developing rapidly. Generally, nuclear plants can be built close to centres of demand, whereas suitable wind and hydro sites are remote from demand. Moves to build nuclear power commenced in 1970 and the industry has now moved to a rapid development phase. Technology has been drawn from France, Canada and Russia, with local development based largely on the French element. The latest technology acquisition has been from the USA (via Westinghouse, owned by Japan's Toshiba) and France. The Westinghouse AP1000 is the main basis of technology development in the immediate future.
Government targets for nuclear power have been increasing. As of June 2010, official installed nuclear capacity targets are understood to be 80 GWe by 2020, 200 GWe by 2030 and 400 GWe by 2050.
In September 2010, the China Daily reported that China National Nuclear Corporation (CNNC) alone plans to invest CNY 800 billion ($120 billion) into nuclear energy projects by 2020. Total investment in nuclear power plants, in which CNNC will hold controlling stakes, will reach CNY 500 billion ($75 billion) by 2015, according to CNNC. In order to fund the company's expansion target, CNNC plans to list its subsidiary, CNNC Nuclear Power Co Ltd in 2011, to attract strategic investors.

New press for nuclear market
A major new facility has been commissioned in Germany for the production of large reactor components.
"Due to its geometrical dimensions," the company said, the press is "able to deal with all parts of the AP1000." It estimated that some four to six sets of heavy forgings for AP1000s could be made annually at the facility, given certain other expansions.

NRC panel considers challenge to new reactors
The Nuclear Regulatory Commission's Atomic Safety and Licensing Board has set an Oct. 19 meeting on whether environmental groups can contest Southern Nuclear's bid to construct two reactors at Plant Vogtle in Georgia. GE-Hitachi looks to generate sales

The reactor vendor, formed from the merger of GE and Hitachi's nuclear businesses in 2007, is yet to secure a contract to build in European or North American markets. However, its ABWR design enjoys design certification by the US Nuclear Regulatory Commission and four of these units are already in operation in Japan. GE-Hitachi Nuclear Energy (GEH) has two additional ABWRs under construction in Japan and another two on Taiwan.
Its leading design, the larger ESBWR, is expected to be issued with US design certification in September 2011. GEH is working with DTE Energy towards potentially building an ESBWR at the Fermi site in Michigan and a combined construction and operating licence for the project is on schedule for 2012 completion.
In preparation for this ESBWR project and others that may arise, such as those slated for India, GE-Hitachi yesterday signed memorandums of understanding with three pump suppliers: Curtiss-Wright, Clyde Union and Energy Steel & Supply Co. The vendor is to "begin discussions" with them "about supplying components for new nuclear power plant projects in the USA and around the world."
One market GE-Hitachi is keen to enter is the UK. Senior vice president of nuclear plant projects Danny Roderick told World Nuclear News that the firm wants to put the ESBWR design before UK regulators as soon as it has US certification. The British Health and Safety Executive is currently fully occupied evaluating the Areva EPR and Westinghouse AP1000 for suitability in the country. There is a deadline of June 2011 to complete that process, although some regulatory work is likely to remain.
Roderick emphasised GE-Hitachi's historically long term approach to nuclear markets, adding that their potential customer in the UK is looking at a 2022-5 timeframe for completion. In addition a specific site has been selected, which should enable licensing in a "reasonable period."
A wider push for reactor sales is to come in the form of GE-Hitachi sales offices in Madrid, Vienna, Mexico City and Tokyo. The cities tally with GE's longstanding Spanish supply chain, the two GE-supplied reactors at Mexico's Laguna Verde nuclear power plant, the headquarters of the International Atomic Energy Agency as a convenient meeting place with contacts in emerging nuclear countries and the headquarters of Hitachi-GE. Another sales office is planned for the Middle East, but no decision has yet been taken on its precise location.
David Durham, senior vice president of global sales and marketing, said about 15 salespeople would work in these offices and "offer access to the full range of GE-Hitachi technical expertise and products." Both the reactor designs are to be marketed.

Westinghouse training first class of startup engineers to staff new nuclear reactors
Westinghouse Electric is training its first batch of AP1000 reactor startup-test engineers in a simulated control room in the company's headquarters in Cranberry Township, Pa. Sanmen 1 is one of two AP1000 pressurised water reactors being constructed at the site in Zhejiang province and is the lead unit of four AP1000 units currently being built in China. Construction is also under way on two AP1000s at Haiyang in Shandong province. Aris Candris, President and CEO of Westinghouse, told the recent World Nuclear Association Annual Symposium in London that all four AP1000 reactors are on course to commence operation between November 2013 and March 2015.

Plans for new nuclear build in the USA have been delayed due to a lack of demand for electricity, according to the head of the Nuclear Energy Institute (NEI). Nevertheless,TVA's forward planning sees it increasing its nuclear capacity over the next 20 years.| |

Speaking in London at the Annual Symposium of the World Nuclear Association, NEI President and CEO Marvin Fertel told the meeting that the economic downturn, along with a decline in the price of natural gas, has caused forward power prices to fall to levels well below those previously predicted. The country now faces a similar situation to the past 15 years, during which time 320 GWe of gas-fired plant capacity was built, compared with a total of only 20 GWe of capacity from all other forms of generation. "Gas is going to be the dominant part of the new supply source," Fertel said.
Although 13 combined construction and operating licence (COL) applications, representing 22 new nuclear reactors, are under active review by the US Nuclear Regulatory Commission (NRC), Fertel said that the industry is not expecting construction to begin on so many reactors in the near future. If four to eight reactors would start up by 2020, this would be a "successful start" to new nuclear construction. Pre-construction activities for new nuclear reactors have begun at Vogtle in Georgia and V.C. Summer in Sourth Carolina. Two Westinghouse AP1000 are planned for each site, the first of which (at Vogtle) is expected to commence operation in late 2016. Meanwhile, work to complete TVA's Watts Bar 2 in Tennessee is due to finish in 2013. Construction on the unit was suspended in 1985 and resumed in 2007.

That gave us plenty of time to lock arms as an industry and decide next time we were going to do it right." Problems have already arisen: the NRC has not signed off on the new Westinghouse design for the AP1000 reactor and the Shaw Group, contractor for the project, hired subcontractors who did not do the necessary paperwork for staff correctly. Nonetheless, Miller was quoted as saying: "We're going to have bumps, but it's not impossible. It can be done."

Joseph "Buzz" Miller, executive VP for nuclear development for Southern, was quoted as saying: "Success here is the linchpin for the nuclear industry in this country." The project has an $8.3-billion federal loan guarantee, and reactor vendors and engineering and construction firms have said things will be different compared with the nuclear projects of the 1970s, which were known for their managerial debacles.

NRC's Svinicki: Review for AP1000 is on schedule
The certification process for Westinghouse's AP1000 reactor design is proceeding as planned, said Kristine Svinicki, a member of the Nuclear Regulatory Commission.
