China raises 2020 nuclear capacity target by 62 per cent to 114 GW

China has reportedly raised its target for the construction of new nuclear reactor to 114 GW by 2020, a 62.8 per cent rise on an earlier target of 70 GW.
The figures released by the National Development & Reform Commission represent a significant increase from a prior target of 70 GW issued last May by Zhang Guobao, head of China’s National Energy Administration, according to an American Nuclear Society blog.
Reuters reported that the China Nuclear Energy Association, headed by Zhao Chenkun, said that the 70 GW target is too low. China currently has a reported 23 reactors under construction and another 140 on drawing boards in various stages of readiness to proceed. Chinese nuclear energy officials, however, later said that 80 GWe was a more likely target.
According to the China Daily, Geng Zhicheng, a spokesman for the commission, told a nuclear energy conference in Beijing that if this target (114 GW) is met, nuclear power will account for just 7 per cent of the nation’s estimated need for 1600 GW of power by 2020.
According to Steve Kidd, of the World Nuclear Association, speaking at the same conference, China has targeted increasing total non-fossil energy to 15 per cent of the total by 2020.

Fortum secures contract for Bulgarian nuclear project

Finland-based Fortum said it has signed a deal to build a nuclear plant in Bulgaria with support from Russia's Rosatom. The proposed Belene nuclear plant will have two Russian-designed VVER reactors. "Fortum has reserved an opportunity to obtain a 1% share of the equity in the project company that will be established and will be the owner of the power plant and the electricity generated by it," the company said. Over 4,000 builders and engineers are at work on the sprawling Olkiluoto 3 project, whose turbine hall is so cavernous it could house two Boeing 747 jets stacked on top of each other. When it is dark, which in winter is most of the day, enormous spotlights throw into focus scores of scaffolding towers and the red hauling equipment that encircle the grey, unfinished reactor building. The heavy reactor vessel, made to withstand temperatures over 350 degrees Celsius, has been gingerly lifted into place by two cranes. Inside the building, a dozen workers carrying a single pipe across their shoulders create a human caterpillar that carefully wends its way through tarpaulin-covered tunnels lit by lamps and chinks of daylight.
Walking through the expansive complex, still missing a domed cover on the reactor building, it takes a while to make out a peculiar but important detail: many of the engineers and building experts working here are in their late 50s and early 60s; some are in their 30s, but few are in between.
There's a hole in the nuclear workforce, not just in Finland but across the Western world. For the moment, the operator of the Olkiluoto 3 plant, power utility Teollisuuden Voima Oyj (TVO), is getting by with its most experienced staff. As those workers retire, though, the skills shortage could become a crisis.
"The nuclear industry has been in the desert for years and years and the question is how to revamp it and how to revamp human resources," says Colette Lewiner from Cap Gemini, a consultancy firm which raised concerns about the ageing nuclear workforce in a report in 2008 and has warned "there will be no nuclear power renaissance" without efforts to tackle the problem. "The industry needs to ramp up and it needs to do it quickly."

China nuclear body recommends 2020 target of 70 GW
The China Nuclear Energy Association has recommended the government adopt a 2020 target of 70 gigawatts of nuclear power capacity, but companies in the sector are pushing for more, association Vice-Chairman Zhao Chenkun told Reuters on Wednesday.

Analysis: China's nuclear program boosts uranium producers
(Reuters) - After weathering a tough third quarter, Canada's uranium producers are looking at much brighter prospects as their shares surge, spot uranium prices jump and growing demand for nuclear fuel pushes expansion into overdrive.
Not surprisingly, China is driving the underlying trend. Its ambitious program of building nuclear power plants promises double-digit growth in demand for uranium, a trend that should benefit Canada's established producers and juniors alike.
In addition, the Asian superpower could prompt a round of mergers and acquisitions as it looks for ways to control the supply of uranium needed to feed its fleet of reactors.
Global uranium demand is expected to grow 32 percent by 2015, according to RBC Capital Markets, a forecast that already has share prices climbing. More at:

US agency seeks easier grid access for solar, wind
WASHINGTON Nov 18 (Reuters) - Federal regulators on Thursday proposed reforms to make the U.S. electric grid more accessible to electricity generated by renewable energy sources, which should lower costs for consumers who want to buy clean power.
The Federal Energy Regulatory Commission proposed a rule requiring public utility transmission providers to allow renewable power producers to schedule their shipments of electricity over shorter time periods to better reflect the moment-to-moment changes in generation output by renewables.
Wind and solar power producers would be able to schedule transmission service in 15-minute intervals, instead of the current one-hour scheduling procedure.
"Most of the new power plants for which developers are seeking access to the grid are variable resources such as wind and solar generators," said FERC Chairman Jon Wellinghoff. "This proposal will help the commission to cost-effectively integrate these and other variable generators into the grid in a way that helps maintain reliability and operational stability."
The FERC's proposal would help meet the Obama administration's goal to double the amount of U.S. electricity generated by renewable energy sources.

France, China agree to build reactors in common

PARIS, Nov 4 (Reuters) - France and China have agreed to form a strategic partnership in civilian nuclear power that ranges from building reactors in common to exploiting uranium mines, French President Nicolas Sarkozy said on Thursday.
His announcement came after a meeting with Chinese President Hu Jintao, in France for a three-day visit, and the signing of a slew of business deals including a $3.5 billion contract with energy firm Areva CEFPi.PA to supply 20,000 tonnes of uranium.
The partnership marks the coming together of French expertise in civilian nuclear power -- France is overwhelmingly dependent on nuclear energy -- and China's insatiable appetite for cheap energy to fuel its economic growth.
"We have decided to work without limits on a strategic collaboration in the nuclear domain that will go much farther on the full spectrum of nuclear activity," Sarkozy said in a speech after a deal-signing ceremony in the presidential palace.
The two countries will work on nuclear reactors, fuel recycling and uranium extraction and will consider selling the products of their collaboration to third parties, he added. More at:

North Korea Is Building Light - Water Reactor: Report
TOKYO (Reuters) - North Korea is building an experimental light-water reactor at its Yongbyon nuclear facility, Kyodo news reported on Saturday, citing Siegfried Hecker, former chief of the Los Alomos National Laboratory.
Hecker told reporters in Beijing that he was informed of the construction by North Korea and the output of the reactor was on a scale of 25 to 30 megawatts, according to the report.
Hecker recently visited North Korea, the report said.
He also said that the construction has just begun and it would take several years to complete it.
North Korea has tried to secure a light-water reactor for a number of years, claiming such a project would be for peaceful energy purposes.
The type of reactor is considered relatively proliferation-resistant, meaning it is unlikely to be diverted for an arms programme.
A 1994 deal between North Korea and the United States was intended to provide the destitute state with two 1,000-megawatt light-water reactors built by an international consortium, but the agreement fell apart in 2006 after the North was accused of pursuing a nuclear arms programme.
Analysts are skeptical of North Korea's ability to build a light-water reactor indigenously, because it requires key components that only advanced nuclear states such as the United States can provide.
North Korea froze its Yongbyon nuclear site under a 2005 deal with five regional powers in return for aid, but is reported to have restarted activities there recently as the six-way disarmament process remains stalled for two years.
A five-megawatt graphite-moderated reactor at Yongbyon has produced arms-grade plutonium that officials and experts believe the North used to build several nuclear bombs.

Proliferation Poses Broader Danger Than Terrorists, MI6 Chief Says from GSN Daily News
The United Kingdom's spy chief today asserted that WMD proliferation among nations could have more widespread effects than terrorist strikes on Western targets, Reuters reported (see GSN, Oct. 21).
The remarks by Secret Intelligence Service head John Sawers to a London audience followed the government's recently released National Security Strategy, which cited a terrorism attack on the United Kingdom as a greater threat than a nuclear strike.
"Terrorism is difficult enough, and despite our collective efforts, an attack may well get through. The human cost would be huge," said Sawers, who leads the foreign-intelligence gathering agency popularly known as MI6. "But our country, our democratic system, will not be brought down by a typical terrorist attack."
"The dangers of proliferation of nuclear weapons and chemical and biological weapons are more far-reaching. It can alter the whole balance of power in a region," he said (William Maclean, Reuters I, Oct. 28).
Sawers also said there was a strong need for vigorous vetting of intelligence findings, citing failures leading up to the 2003 U.S.-led invasion of Iraq, which was based largely on the assertion that the Hussein regime possessed weapons of mass destruction. Following the invasion, no operational arsenals or indicators of active WMD programs were found.

UN nuclear chief wants "concrete steps" from Iran
MOSCOW, Oct 26 (Reuters) - The head of the U.N. nuclear watchdog urged Iran on Tuesday to take "concrete steps" to allay international concerns about its disputed nuclear programme.
"I am requesting Iran take concrete steps, concrete measures toward the full implementation of their obligations," International Atomic Energy Agency (IAEA) chief Amano told reporters after addressing university students in Moscow.
Six global powers have proposed revived talks with Iran on restraining its nuclear programme and opening it up fully to IAEA scrutiny in exchange for trade and diplomatic benefits. Iran has not formally responded to the offer.
Tehran says it is enriching uranium strictly for electricity generation. But Western nations fear this is a front for the pursuit of nuclear weapons, noting Iran's track record of concealing sensitive enrichment-related activity from the IAEA.
The Islamic Republic has persistently rejected international calls to scale down or stop its enrichment of uranium, a key ingredient in nuclear arms, and has not formally responded to an offer of talks in Vienna on Nov. 15-17. Continued...

Airborne Laser Test Again Ends Unsuccessfully from GSN Daily News
The U.S. Missile Defense Agency's experimental aircraft-mounted laser, in a test yesterday off the coast of Southern California, failed for the second consecutive time to eliminate a target missile, Reuters reported (see GSN, Sept. 13).
Initial understanding of the test failure is that the Airborne Laser Test Bed, located in the front of a converted Boeing 747, followed the target missile's emissions plume but then failed to pass the information to another "active tracking" system as required before the laser could be activated, MDA spokesman Richard Lehner said.
"The transition didn't happen," Lehner said. "Therefore, the high-energy lasing did not occur" (Jim Wolf, Reuters, Oct. 21).
Agency officials will work to identify the cause of the powerful chemical laser's "transition failure," according to a press release. "The intermittent performance of a valve within the laser system is being examined" (U.S. Missile Defense Agency release, Oct. 21). M

World Bank energy chief aims to speed clean power
(Reuters) - Even before he became the World Bank's clean energy chief, Daniel Kammen had a lustrous list of accomplishments: professor of energy, public policy and nuclear engineering at the University of California-Berkeley, director of the Renewable and Appropriate Energy Laboratory and Energy and Climate Fellow for the Western Hemisphere.
So why take on the formidable dual tasks of seeing that the world's poor get better access to energy while curbing the greenhouse gas emissions that contribute to climate change?
"We need to make a clean energy transition and we need to do it in a way that is inclusive and supportive of the poor, and not for the wealthy first and the poor second," Kammen told the Reuters Global Climate and Alternative Energy Summit on Tuesday. Analysts Doubt Iranian Atomic Power Ambitions

Iran's stated intention to build as many as 20 new atomic power reactors by 2030 has prompted skepticism among U.S. and European analysts, some of whom suspect the expansion plan is aimed in part at justifying an Iranian program capable of producing nuclear-bomb material, Reuters reported last week (see GSN, Oct. 13).The United States and other nations suspect Iran's uranium enrichment program is geared toward weapons production, but the Middle Eastern nation has insisted the effort is strictly civilian in nature. Tehran last month announced a goal to generate 20,000 megawatts of atomic power within two decades; the nation has also announced plans to construct 10 uranium enrichment facilities in addition to its sole operating plant at Natanz and a unfinished site at Qum.
"It is simply unrealistic to build so many nuclear reactors in such a short time," said Oliver Thraenert, a senior fellow with the German Institute for International and Security Affairs. "The Iranians don't have the experience, they don't have the infrastructure and it is possible they don't have the money due to the sanctions." More at:
