Maintain nuclear perspective, China told

China should 'keep a clear head' on nuclear power, concentrate more on Generation-III reactors and keep its new build ambitions for 2020 to around 100 GWe, said a state body yesterday.

The advice came from the State Council Research Office (SCRO), which makes independent policy recommendations to the State Council on strategic matters. It appeared officially in Xinhua's weekly Outlook publication.

Potential Job Boom in Nuclear Energy as Industry is poised for Enormous Growth

 One sure thing for future employment is in nuclear.  Now with three decades past the partial meltdown of a reactor at Three Mile Island and further expansion of nuclear power at a standstill, years of stagnant hiring comes to, as the American Physical Society, an independent group of physicists put it, “a greatly reduced interest among undergraduates in nuclear science and engineering programs.  This quote is from a recent report by the Society finding that the number of college nuclear engineering programs has dropped from 66 in the early 1980s to 30 in 2008. Japan signed a memorandum of understanding with Turkey for the construction of a nuclear plant in Sinop, Turkey, according to Japan's trade ministry. South Carolina is emerging as a key player in the global nuclear supply chain, thanks to an ongoing effort to foster ties to the Chinese nuclear sector. The latest success: Westinghouse Electric's facility in Columbia, S.C., has completed four fuel assemblies for use at the Sanmen Unit 1 plant in China's Zhejiang Province. "Completion of this milestone is a significant achievement for Westinghouse," said Joe Belechak, senior vice president of Westinghouse's nuclear-fuel division. Foreign uranium to feed 60 pct of China nuclear sector-research

China may need foreign uranium supply by 2020
China may depend on a foreign supply to secure at least 60% of the uranium needed for its power plants by 2020, researchers said. The country initially set a goal of 40 gigawatts of nuclear generating capacity, but it is considering doubling the value to achieve emissions-reduction goals. If this happens, China would need to boost investments and increase local production capacity because the supply is enough for only the 40-gigawatt target, the study suggests. Pakistan test fires nuclear-capable missile

The military said in a statement that Ghauri Hatf 5, with a range of 1,300 kilometres (800 miles), could carry conventional and other warheads.
The launch was conducted by the Army Strategic Force command's strategic missile group at the end of a field-training exercise aimed at testing the force's operational readiness, the statement said.
Pakistan's Prime Minister Yousuf Raza Gilani, Joint Chiefs of Staff Committee chairman General Khalid Shahmeem Wyne and other senior military officers and scientists witnessed the tests, it said.
"You have made the nation proud and we salute you for your outstanding work," Gilani told the scientists and engineers.
Gilani said Pakistan could be proud of its defence capability and the reliability of its nuclear deterrence. This capability, he added, formed the bedrock of Pakistan's security policy and will continue to be enhanced.
"The test amply demonstrates the credibility of our minimum deterrence strategy, which is the cornerstone of our security policy and ensures peace in the region," he said.
"It also sends the right signals internationally that Pakistan's defence capability is impregnable and should never be challenged."
Gilani said Pakistan was a responsible nation with an extremely reliable nuclear capability and did not harbor any aggressive designs against anyone.
South Asian rivals India and Pakistan -- which have fought three wars, two of them over the disputed territory of Kashmir -- have routinely carried out missile tests since both demonstrated nuclear weapons capability in 1998.
Pakistan's arsenal includes short-, medium- and long-range missiles named after Muslim conquerors.
"Let there be no doubt that Pakistan's armed forces are highly professional, motivated and fully capable of safeguarding Pakistan's security against all types of aggression," Gilani added.

New theory: Stuxnet was actually created by … China?

Darned compelling, and darned depressing. Not only because it snatches away our vicarious pride in U.S./Israeli ingenuity, but it feeds into western jitters about Chinese omnicompetence. Why, I’ll bet it was those Shanghai teens who cooked this thing up. During recess.
The circumstantial evidence is impressive. Just one question: Why would China do it?
China has an intimate knowledge of Iran’s centrifuges since, according to one source quoted above, they’re of Chinese design.
China has better access than any other country to manufacturing plans for the Vacon frequency converter drive made by Vacon’s Suzhou facility and specifically targeted by the Stuxnet worm (along with an Iranian company’s drive). Furthermore, in March 2010, China’s Customs ministry started an audit at Vacon’s Suzhou facility and took two employees into custody thereby providing further access to Vacon’s manufacturing specifications under cover of an active investigation.
China has better access than any other country to RealTek’s digital certificates through it’s Realsil office in Suzhou and, secondarily, to JMicron’s office in Taiwan.
China has direct access to Windows source code, which would explain how a malware team could create 4 key zero day vulnerabilities for Windows when most hackers find it challenging to develop even one.
That’s four pieces of evidence. Read the whole story and you’ll see that there’s more; plus, and needless to say, when it comes to cyberwar hijinks in the past few years, the Chinese are usually a safe bet as the culprits. More at:

Taiwan trumpets cruise missile production




Taiwan, China to hold fresh round of talks next weekTaipei (AFP) Dec 14, 2010 - Taiwan and China agreed on Tuesday to hold a fresh round of negotiations next week focusing on medical and health cooperation, officials said. Top Taiwanese envoy Kao Koong-lian arranged the talks with Chinese counterpart Zheng Lizhong in Shanghai, said Taiwan's Straits Exchange Foundation which handles civil exchanges with the mainland in the absence of official contacts. China's chief negotiator Chen Yunlin is scheduled to fly to Taipei on Monday and hold talks with his Taiwanese counterpart Chiang Pin-kung the following day, it said. At the centre of the talks -- the sixth round since June 2008 -- will be epidemic control measures and research and development of medicines, herbal medicines and emergency cures. Chen will also meet Lai Shin-yuan, the chairman of the island's major China policy decision-making body, the Mainland Affairs Council.

But a much-anticipated deal to protect both sides' cross-Strait investments will not be signed due to a lack of consensus "as the agreement involves complicated problems, and more discussions will be needed before it can be signed", the Foundation said. Taiwanese businesses are among the biggest overseas players in mainland China, with at least 80 billion dollars invested, and there has been some clamour for a deal to be struck. Taipei and Beijing forged a comprehensive trade pact in June, known as the "Economic Cooperation Framework Agreement" (ECFA), that marked the culmination of the China-friendly policies of Taiwan's President Ma Ying-jeou. Ties have improved markedly since Ma took office in 2008, with the two sides resuming routine high-level direct talks and adopting various measures to boost trade and tourism.

The announcement, made by Chao Shih-chang, Taiwans' deputy defense minister, confirms years of speculation by military analysts that the island was developing the Hsiung Feng 2E land attack cruise missile and the Hsiung Feng 3 anti-ship cruise missile.
The announcement also signals lingering military tension between Taiwan and China despite a thawing in political and economic ties in recent years.
Military analysts suggest the announcement marked a major break in Taiwan's long-standing strategy of preparing to thwart possible Chinese military attacks across the Taiwan Straits, developing, instead, a retaliatory capability as far-reaching as mainland China.
China and Taiwan split at the end of a civil war in 1949. Beijing, however, considers Taiwan a breakaway province that must be brought back into the fold. It has used a number of means, diplomatic and military, to deter other nations from officially recognizing Taiwan as an independent state.
Even so, relations between both sides have increasingly thawed, allowing Taiwan to pursue trade deals with other countries that have long been reluctant to antagonize Beijing.
Speaking to legislators, Chao said that "mass production" was "going smoothly." He refused to elaborate.
A senior official quoted by the Defense News Web site said that "a few [missiles] have been fielded and could be fielded in a case of war."
China continues to retain more than 1,000 ballistic missiles pointed at Taiwan and while Beijing traditionally accuses Washington of aiding Taipei, it hasn't issued a response to Taiwan's cruise missile production.

The glaring geopolitical significance of Obama’s well-planned strategic Asian tour last month has been deliberately or otherwise ignored by the mainstream media. India, Indonesia, South Korea and Japan. It cannot be by coincidence that these nations are encircling China (which has nuclear weapons) and secondly that they are all connected to a larger picture of nuclear alliances that are being formed. India is a nuclear power directly facing Pakistan, which is the only Muslim nation in the world that has nuclear weapons. Indonesia is the largest Muslim nation with strong ties with Pakistan and Iran. South Korea faces North Korea, which has nuclear weapons. North Korea is not only a strong political as well as military ally of Iran, but also strong bilateral trade ties with China too; and Japan is situated next to both North Korea and China and is crucial to the containment policy against Russia, which is a nuclear power as well. Has the United States begun a containment policy for China as well?

Taiwan confirms mass producing cruise missiles

"Mass production of indigenous weapons like the ones under the code names of 'Chichun' (Lance Hawk) and 'Chuifeng' (Chasing Wind) is very smooth," Deputy Defence Minister Chao Shih-chang told parliament Wednesday.
"The problems with key parts and components that had previously stalled the manufacturing have been tackled," he said in reply to queries raised by legislator Lin Yu-fang.
The Chichun project refers to the Hsiungfeng 2E cruise missile, Taiwan's answer to the US-made Tomahawk. Chuifeng is a project to develop the island's long-anticipated supersonic anti-ship missile.
Chao declined to specify the range of the missiles or the number to be put into service.
"Surely the cruise missiles will be able to boost Taiwan's self-defence capabilities," Alexdander Huang, a professor of Tamkang University in Taipei, told AFP.
"But that's it. Taiwan is unlikely to use such weapons to take the first strike against the targets on the mainland."
The cruise missiles could be launched from land or sea, and would be capable of hitting airports and missile bases in southeast China, as well as cities such as Shanghai and Hong Kong, local media said.
Taiwanese experts estimate China's People's Liberation Army currently has more than 1,600 missiles aimed at the island.
Tensions across the Taiwan Strait have eased since Ma Ying-jeou of the China-friendly Kuomintang came to power in 2008 on a platform of beefing up trade links and allowing in more Chinese tourists.
However, China still refuses to renounce the possible use of force against the island in its long-stated goal of re-taking Taiwan, which has ruled itself since the end of a civil war in 1949.
The Pentagon said in an annual report to Congress earlier this year that China's military build-up against Taiwan has "continued unabated" despite improving political relations.

Seoul (AFP) Dec 9, 2010 Communist allies North Korea and China proclaimed their unity Thursday as the North's leader Kim Jong-Il held his first meeting with a senior Chinese envoy since the region's worst crisis in years erupted. China's most senior foreign policymaker Dai Bingguo visited Pyongyang as pressure intensifies on Beijing to rein in its neighbour, after North Korea's deadly shelling of a South Korean island inflamed tensions on the peninsula.
The top US military officer, Admiral Mike Mullen, accused China of aiding and abetting the hardline Kim regime's "reckless behaviour".
Pyongyang and Beijing, allies during the Korean War, stand firmly together, their official media said.
"The two sides reached consensus on bilateral relations and the situation on the Korean peninsula after candid and in-depth talks," said a brief report from China's Xinhua news agency, datelined Pyongyang, after Kim and Dai met.
North Korea's official news agency said the delegations discussed "issues of mutual concern" and efforts to improve friendly relations.
It marked the first time that Kim has met a senior foreign official since the North's shock artillery attack on the border island, and since his regime startled the world by showing off a sophisticated new nuclear programme.
China is North Korea's sole major ally and sustains its shaky economy with fuel and food aid. More at link.

According to Michael Kruse, consultant on nuclear systems for Arthur D. Little, the Chinese are ready to spend $511 billion to build up to 245 reactors.




Money is not an issue, which is different from the rest of the world. The Chinese have the capacity to deliver and they are deadly serious about achieving it,” says Steve Kidd, director of strategy and research at the London-based World Nuclear Association, the industry trade group.

President Hu Jintao wants non-fossil fuels to produce 15 percent of China’s energy by 2020. Although the Chinese have spent plenty on wind turbines and solar panels, only a buildup of nuclear power can make that target reachable.

“Developing clean, low-carbon energy is an international priority,” says Zhao Chengkun, vice-president of the China Nuclear Energy Association. “Nuclear is recognized as the only energy source that can be used on a mass scale to achieve this.”

China raises 2020 nuclear capacity target by 62 per cent to 114 GW

China has reportedly raised its target for the construction of new nuclear reactor to 114 GW by 2020, a 62.8 per cent rise on an earlier target of 70 GW.
 
The figures released by the National Development & Reform Commission represent a significant increase from a prior target of 70 GW issued last May by Zhang Guobao, head of China’s National Energy Administration, according to an American Nuclear Society blog.
 
Reuters reported that the China Nuclear Energy Association, headed by Zhao Chenkun, said that the 70 GW target is too low. China currently has a reported 23 reactors under construction and another 140 on drawing boards in various stages of readiness to proceed. Chinese nuclear energy officials, however, later said that 80 GWe was a more likely target.
 
According to the China Daily, Geng Zhicheng, a spokesman for the commission, told a nuclear energy conference in Beijing that if this target (114 GW) is met, nuclear power will account for just 7 per cent of the nation’s estimated need for 1600 GW of power by 2020.
 
According to Steve Kidd, of the World Nuclear Association, speaking at the same conference, China has targeted increasing total non-fossil energy to 15 per cent of the total by 2020.

The Energy Race: China Has Sputnik, We've Got No Apollo - Reaction to Secretary Chu's recent speech

China and the U.S. may not be destined for happy carbon-beating agreements at this year’s UN climate change meeting, which is going down now in Cancun, Mexico. But the country’s lone efforts to clean up its act are turning the U.S.’s old environmental scapegoat into its Sputnik.
That is, it’s lighting a fire under our economically-depressed and environmentally-unsound butts, or it should be. Thomas Friedman has made the Sputnik analogy before and in a recent speech at the National Press Club, U.S. Energy Secretary Steven Chu picked it up.
To up the ante, and prepare for a future when carbon emissions are not just bad but taxed, the U.S. needs more and better energy technology research, he said. “The 2010 federal budget is $3.6 trillion, of which 0.14 percent went for research and development related to energy,” he said. Our energy R&D spending peaked in 1979.
He went on, says the Times
In 1998, he said, the American share of worldwide high-tech exports was nearly 25 percent and China’s was less than 10 percent; by 2008, he said, China’s share was 20 percent and the American share was less than 15 percent…. In 2009, for the first time, a majority of United States patents were issued to foreigners, he said, and two Chinese universities, Tsinghua and Peking, are “the two largest suppliers of students who receive Ph.D.’s in the United States.”

Secretary Chu laid out the numerous technology fronts on which the United States must innovate or lose. Among them: high voltage transmission, which is more efficient and can carry much more power over longer distances, high speed rail, an area in which China currently rules, advanced coal tech, like low-emission and efficient Integrated Gasification Combined Cycle (IGCC) plants as well as that controversial “clean coal” Carbon Capture and Storage (CCS), nuclear power, alternative energy vehicles (China wants to produce 5 million new energy vehicles and 15 million fuel-efficient conventional vehicles by 2020), renewable energy (they just became the world’s most attractive country for it for the first time), and supercomputing, in which China’s Dawning Nebulae recently became boss.
In other words, we need to build an Apollo – except instead of going to the Moon we need to make a better Earth.
Sure, you can use that tag line, Mr. President. I know you’re not going to, but you can.

Keeping up with China: The Economic Advantage of Molten Salt Nuclear Technology


Last Friday, Brian Wang called attention to a Boomberg's article on Chinese nuclear cost. The Bloomberg's story reported that the French designed EPR would cost 40% less to build in China that in Europe:
Areva SA said the EPR nuclear reactor costs 3 billion euros ($4 billion) to build in China, 40 percent less than the price tag Electricite de France SA has put on building one in Normandy.
Nuclear Townhall, on the 26th, called attention to the competitiveness of both the Chinese and the Russian Nuclear Industries. In addition to Russia and China, Nuclear Green has repeatedly called attention to the cost competitiveness of South Korea, and Indian nuclear technologies. The Indians especially are following a will charted path to an innovative low cost nuclear future.

American and European nuclear development can either proceed by following the cost lowering paths being pioneered in Asia, or begin to develop low cost innovative nuclear plans. Since low labor costs, represent the most significant Chinese and Indian cost advantage, it is unlikely that European and American reactor manufacturers will be able to compete with the Asians on labor costs. Labor costs for conventional reactors can be lowered by factory construction of reactor componant moduels, but the Chinese are clearly ahead of the West in that game. Yet the weakness of the Chinese system is the relatively large amount of field labor that the manufacture of large reactors requires.

The Chines system is to introduce labor saving devices where ever and when ever possible, but clearly shifting labor from the field to a factory still offers cost advantages. The more labor which can be performed in the factory, the more labor cost savings are possible. Other savings advantages are possible by simplifying reactor design, and lowering materials input. Building a reactor with less materials and fewer parts lowers nuclear costs directly and indirectly. Decreasing core size per unit of power output also can contribute a cost advantage. Direct saving relate to the cost of parts and matetials, but fewer parts and less material also means less labor is required to put things together, since there is less to put together. In addition a small reactor core structure, would, all other things being equal, require a smaller housing. Larger cores mean more structural housing expenses. More at:

US: China rise a 'Sputnik moment' for clean energy

Energy Secretary Steven Chu likened a series of Chinese milestones -- including the development of the world's fastest supercomputer -- to the Soviet Union's landmark 1957 satellite that led the United States into the Space Race.
"America, I am optimistic, will wake up and see the opportunity. And when it does, it still has the greatest innovation machine in the world," Chu said in a speech entitled "Our New Sputnik Moment."
Chu said the United States still concentrated on research in areas such as computers, defense and pharmaceuticals but that its funding for energy innovation was paltry.
By contrast, China, the world's largest emitter of carbon blamed for global warming, is working to build the world's most expansive high-speed rail network and has developed technology for the highest-efficiency coal plants.
"America still has the opportunity to lead in a world that will need essentially a new industrial revolution to give us the energy we want inexpensively but carbon-free," Chu said.
"But I think time is running out," said Chu, a Nobel Prize-winning physicist.
Chu, however, will enjoy little political leeway when he heads to Cancun, Mexico, where representatives of more than 190 countries on Monday opened two weeks of talks on drafting a new global treaty to stem climate change.
President Barack Obama last year went to the climate summit in Copenhagen where he pledged US action to curb carbon emissions along with assistance for poor countries hardest hit by rising temperatures.
The rival Republican Party, which swept November 2 congressional elections, is strongly opposed to a so-called "cap-and-trade" plan to require industry to cut carbon. Many Republicans argue that it is too costly in uncertain economic times, while some contest the science behind climate change.
Chu countered that climate action would benefit the economy by opening up a new field in green technology.
But Chu also defended potential costs. He likened climate skeptics to homeowners who are repeatedly told to change wiring but keep looking for electricians to tell them they do not need to.
"Do you actually go and you say, well, okay, that's a threat but I think it's more cost-effective -- I just make sure my fire insurance is up-to-date?" he said.
Two recent studies found that China's investment in green technology has outpaced that of the United States. But China has held firm in rejecting a treaty that would legally require it to cut carbon emissions.
The United States, backed by other developed nations, has insisted on a binding treaty, believing it is crucial to ensure global action -- and to win over support in Washington.
The Kyoto Protocol, which the United States rejected, asks only wealthy nations to cut carbon emissions. The requirements run out at the end of 2012.
The dispute has been tense at times. At UN-backed talks in October, China's chief climate negotiator, Su Wei, said the United States was like a "pig looking in a mirror" and finding itself beautiful.
Vaughan Turekian, chief international officer of the American Association for the Advancement of Science, said that the political dynamics have barely changed more than a decade after the Kyoto negotiations.
"The current climate summit process is unlikely to produce a global treaty that includes the United States as a signatory, let alone one that would stand any chance of being ratified by 67 senators," he said.
