U.S. Approves Design For Advanced Ballistic Missile Radar


Defense contractor Lockheed Martin said yesterday it has received approval from the U.S. Air Force for its initial blueprint for a new transportable long-range radar system (see GSN, Oct. 1).
The Three-Dimensional Expeditionary Long-Range Radar would become the chief ground-based detector for finding, tracking dispatching information on missiles and aircraft for the Marine Corps and the Air Force, according to a company press release. The system would succeed the Air Force's AN/TPS-75 air surveillance system and possibly the Marines' AN/TPS-59 ballistic missile surveillance system.
An initial test of the system's capabilities in March met with Air Force approval. A follow-up demonstration is expected before winter. Lockheed received a $25 million contract to develop the system in May 2009 (Lockheed Martin release, Oct. 20).

Proposed Ballistic-Missile Submarine Nears Pentagon Review By Elaine M. Grossman Global Security Newswire

WASHINGTON -- The U.S. Navy's emerging plans for a new nuclear-armed submarine are slated to undergo a pivotal Defense Department review in November, with the initial backing of a key congressional committee in hand (see GSN, Aug. 10).
A top-level Pentagon board is set in November to review Navy plans for initial work on a next-generation replacement for U.S. Ohio-class ballistic-missile submarines, like the one shown above (U.S. Navy photo).
The Senate Appropriations Committee on Sept. 14 said it fully supported the fiscal 2011 plans to perform design, engineering and prototyping work on the next-generation ballistic-missile submarine.
Lawmakers noted, though, that they had imposed a 10 percent reduction in funds on the Obama administration request for $493 million because program delays this past year would prevent the Navy from completing all its earlier anticipated work for 2011. The partial funding would leave the effort with $444.7 million for the coming year.
The Senate panel's counterpart committee in the House has not yet acted on an unreleased subcommittee version of the defense appropriations bill. However, according to one Washington insider, the House Appropriations Defense Subcommittee offered full funding for the proposed submarine, dubbed the "SSBN(X)."
With the new fiscal year beginning on Oct. 1, Congress is expected to pass a continuing resolution that would allow the Defense Department to maintain operations temporarily until the appropriations legislation is enacted. For the more formal legislation, defense appropriations would likely be consolidated with other funding bills into an omnibus spending package, sources said.
Meanwhile, the Navy this summer reportedly submitted to Ashton Carter, the Pentagon acquisition czar, its major design recommendations for the new submarine, which is to replace today's Ohio-class vessels.
Carter earlier this month said that to cut costs, the Defense Department would limit the replacement submarine's "size and speed," though he indicated that design details remained classified.
An "emphasis on affordability is already being applied to the next-generation ballistic missile submarine, where we are trimming [design] requirements without compromising critical capability," said Defense Secretary Robert Gates, appearing alongside Carter at a Sept. 14 press briefing.
"The per-unit estimated cost had risen as high as $7 billion. It is now roughly $5 billion," Gates said. "The goal is a reduction of fully 27 percent in a program where total cost is expected to be more than $100 billion."
Design features to be decided during the Defense Acquisition Board meeting, led by Carter, will include how many launch tubes each boat will contain, which could affect the number of weapons the vessel can carry, according to defense sources. Today's Ohio-class submarines feature 24 launch tubes, each of which can shoot a single Trident 2 D-5 ballistic missile.

Iran's position in the Middle East is unique. Iran is a Persian country surrounded by Arabs and other non-Persian ethnic groups. Iran is a Shia Muslim country surrounded by mostly Sunni Muslims and some Christians. It sees the presence of Western militaries in neighboring countries such as Iraq and Afghanistan. As such, Iran perceives an existential threat. Feeling threatened, Iran continues to develop offensive and defensive military capabilities including long-range ballistic missiles and proxy groups, and probably views a nuclear-armed ballistic missile as a credible deterrent against an external attack.
The threats posed by Iran’s ballistic missiles and the nexus of Iran’s ballistic missile and nuclear weapons programs are of great concern to the U.S., NATO, and the international community. While Iran claims its missiles are defensive in nature and its nuclear program is for peaceful purposes, insufficient cooperation and transparency on Iran’s part leaves these claims open to serious debate.
Given Iran's military capabilities and ambiguous intent, the international community has gone to great lengths to engage Iran diplomatically. Diplomat Optimistic on U.S.-Russian Missile Shield Collaboration


The United States and Russia have a good chance of establishing plans to carry out joint missile defense work, Interfax yesterday quoted U.S. Undersecretary of State William Burns as saying (see GSN, June 25).
"The decisions that President [Barack] Obama took last autumn with regard to missile defense when he significantly adjusted American plans for missile defense have opened up new opportunities for cooperation with Russia. And we are certainly committed to explore those," Burns said.
The Obama administration announced last fall it plans over a period of years to deploy land- and sea-based variants of the U.S. Standard Missile 3 interceptor in and around Europe. The systems would be intended to provide a shield against short- and medium-range Iranian missiles (see GSN, Sept. 18, 2009).
The Kremlin had strenuously objected to a now-scrapped missile shield plan put forward by the Bush administration, which sought to deploy missile interceptors in Poland and a radar site in the Czech Republic. It has appeared wary of the Obama program.
"Obviously given the history of this issue, given the difficulties that we've had in the past it takes time to do that. But we believe there are real opportunities here in the interests of both of our countries to go forward," the diplomat said.
Washington and Moscow "have begun to explore some practical areas of cooperation," he said.
"In missile defense, for example, we are conducting a joint threat assessment of ballistic missiles," Burns said. "We've also begun to explore within the Russia-NATO Council ways in which we might resume cooperation in missile defense" (see GSN, July 26; Interfax, Sept. 13).

India prepares laser-based missiles

New Delhi (UPI) Aug 31, 2010 Bent on becoming a regional superpower, India is pursuing ways to develop laser-guided anti-ballistic missiles. Dubbed direct energy weapons and developed by the Defense Research and Development Organization, the new weapons are intended to kill incoming, hostile ballistic missiles "by bombarding them with subatomic particles or electromagnetic waves," the Defense News Web site reported.

MissileWhat to do with a defense instrument that does not work in practice, agitates neighboring regional powers, and costs a lot of money in times of economic crisis? Common sense would suggest you abandon it. NATO, however, has a different idea. As part of the NATO Strategic Concept Review to be finalized at the end of November at the Lisbon Summit, NATO Secretary-General Anders Fogh Rasmussen has proposed to adopt missile defense as a mission.
Initially, NATO’s Star Wars was linked to the withdrawal of U.S. tactical nuclear weapons in Europe. Since European allies perceive the nuclear umbrella as a symbol of transatlantic solidarity, opponents of the withdrawal required an alternative burden-sharing instrument: missile defense. Replacing offensive by defensive weapons system might even be easier to sell to a skeptical European public.
Even though the withdrawal of U.S. nukes has not yet taken place, missile defense is likely to move forward anyway.

The Obama Plan

If missile defense is accepted as a “new mission” in Lisbon, President Obama’s missile defense plans that were made public in September 2009 will be merged with NATO’s Active Layered Theater Ballistic Missile Defense system. The latter, designed to protect NATO troops in the field against short-range ballistic missiles, is supposed to be finished at the end of this year. If the new mission is accepted, NATO’s objective significantly expands beyond protecting troops in the field to protecting all of NATO’s territory. For this expansion to take place, NATO’s system will be plugged into the U.S. facilities in Europe initially established to protect the United States alone.
Obama rejected Bush’s plan to install 10 interceptors in Poland and a radar in the Czech Republic. However, Obama’s replacement plan does not significantly differ in magnitude from the Bush vision. The Obama administration plans to put into place SM-3 interceptors on Aegis ships in the Mediterranean, two of which have already arrived. In the next stage, the administration plans next year to build an X-band radar station either in Bulgaria or in Turkey and a warning center in the Czech Republic. In 2015, the United States would then station interceptors on land, probably in Romania. These defensive interceptors are supposed to defend against short- and medium-range ballistic missiles.
Beginning in 2018, the United States would place more powerful interceptors against intermediate-range ballistic missiles in Poland. The plan would be finalized in 2020 with defensive missiles capable of intercepting intercontinental missiles.

Why the Plan Doesn’t Work

There are, however, two objections to a NATO missile shield. The technology is not ready, and Russia is angry about missile defense on its borders.
The missile shield doesn’t work. Every country with offensive ballistic missiles can easily produce countermeasures like decoys or false warheads, which makes it nearly impossible for defensive interceptors to strike targets outside the atmosphere (exo-atmospheric). Both the SM-3 missiles on Aegis ships and on European territory face this problem.
The U.S. Missile Defense Agency claims that the tests with the Aegis SM-3 missiles have been successful. Everything depends of course on how "success" is defined. The Patriot missiles — which are endo-atmospheric and therefore less sophisticated — were touted as successfully destroying Saddam Hussein's scuds in 1991. But only three out of more than 50 Patriots effectively destroyed their targets. Formally, the Pentagon had defined “success” as “a Patriot and a Scud that passed in the sky.” Similar misleading practices disguise the real performances of the SM-3 missiles, the backbone of the missile shield in Europe. According to recent scientific analysis by George Lewis (Cornell University) and Ted Postol (MIT), published in the magazine Arms Control Today, nine out of 10 “successful” intercepts with SM-3 missiles were not successful. Sometimes the interceptors hit the offensive missile, but failed to destroy the warhead. Often these warheads then continued on their way in the direction of the target.
Even if this system encounters such technical problems, Russian strategists have to assume that they work. When Obama talks about a phased approach, which would extend the system in the future, Russian fears only mount. The Russian nuclear arsenal is both quantitatively and qualitatively small compared to U.S. capabilities. According to one estimate, if the Russian arsenal is not on alert, Russia will only have six surviving nuclear weapons after an American first-strike. If U.S. nuclear primacy is bolstered by a missile defense shield, it would not be surprising that some Russian planners are panicking.
In short, the proposed NATO’s missile shield does not improve geostrategic stability. Further bilateral nuclear arms reductions with Russia may be hampered as well. This reasoning applies even more to China, which has a nuclear arsenal less than one-tenth of Russia’s.
American taxpayers have spent $150 billion for a system that has yet to work in real time. NATO Secretary-General Rasmussen now wants European NATO member states to contribute to this system for the first time. Are we Europeans expected to bail out NATO’s $600 million budget deficit and sponsor Star Wars as well? In times of economic and financial crisis, especially in Europe, this money can be spent more wisely than on another Maginot Line.
