Editor's Note: Although the Obama administration has supported subsidies for a new round of nuclear power plants in the United States, the loan guarantees will not take effect until the U.S. Nuclear Regulatory Commission approves operating licenses for the reactors. It remains to be seen whether and how the lack of a permanent nuclear waste repository, coupled with lingering safety and infrastructure concerns, will affect new nuclear reactor construction.
