Questions Abound as "New START" Agreement is Completed

WASHINGTON -- With the United States and Russia announcing that they have reached agreement on a successor to the Strategic Arms Reduction Treaty, experts and pundits are eagerly awaiting details and raising questions about what comes next (see GSN, March 25).
U.S. President Barack Obama said today that he and Russian President Dmitry Medvedev agreed during a telephone conversation this morning to meet April 8 in Prague to sign the so-called "New START" agreement. That is just three days after the one-year anniversary of Obama's major speech in the Czech capital, in which the president laid out his vision for the global elimination of nuclear weapons.
