US: China rise a 'Sputnik moment' for clean energy

Energy Secretary Steven Chu likened a series of Chinese milestones -- including the development of the world's fastest supercomputer -- to the Soviet Union's landmark 1957 satellite that led the United States into the Space Race.
"America, I am optimistic, will wake up and see the opportunity. And when it does, it still has the greatest innovation machine in the world," Chu said in a speech entitled "Our New Sputnik Moment."
Chu said the United States still concentrated on research in areas such as computers, defense and pharmaceuticals but that its funding for energy innovation was paltry.
By contrast, China, the world's largest emitter of carbon blamed for global warming, is working to build the world's most expansive high-speed rail network and has developed technology for the highest-efficiency coal plants.
"America still has the opportunity to lead in a world that will need essentially a new industrial revolution to give us the energy we want inexpensively but carbon-free," Chu said.
"But I think time is running out," said Chu, a Nobel Prize-winning physicist.
Chu, however, will enjoy little political leeway when he heads to Cancun, Mexico, where representatives of more than 190 countries on Monday opened two weeks of talks on drafting a new global treaty to stem climate change.
President Barack Obama last year went to the climate summit in Copenhagen where he pledged US action to curb carbon emissions along with assistance for poor countries hardest hit by rising temperatures.
The rival Republican Party, which swept November 2 congressional elections, is strongly opposed to a so-called "cap-and-trade" plan to require industry to cut carbon. Many Republicans argue that it is too costly in uncertain economic times, while some contest the science behind climate change.
Chu countered that climate action would benefit the economy by opening up a new field in green technology.
But Chu also defended potential costs. He likened climate skeptics to homeowners who are repeatedly told to change wiring but keep looking for electricians to tell them they do not need to.
"Do you actually go and you say, well, okay, that's a threat but I think it's more cost-effective -- I just make sure my fire insurance is up-to-date?" he said.
Two recent studies found that China's investment in green technology has outpaced that of the United States. But China has held firm in rejecting a treaty that would legally require it to cut carbon emissions.
The United States, backed by other developed nations, has insisted on a binding treaty, believing it is crucial to ensure global action -- and to win over support in Washington.
The Kyoto Protocol, which the United States rejected, asks only wealthy nations to cut carbon emissions. The requirements run out at the end of 2012.
The dispute has been tense at times. At UN-backed talks in October, China's chief climate negotiator, Su Wei, said the United States was like a "pig looking in a mirror" and finding itself beautiful.
Vaughan Turekian, chief international officer of the American Association for the Advancement of Science, said that the political dynamics have barely changed more than a decade after the Kyoto negotiations.
"The current climate summit process is unlikely to produce a global treaty that includes the United States as a signatory, let alone one that would stand any chance of being ratified by 67 senators," he said.

The corruption watchdog called Rosatom "a state within a state" that conducted rigged auctions and overpaid for contracts that could have been struck at a lower and more competitive price.
"Rosatom, like the other public firms, is a state within a state and cannot be controlled by the the anti-monopoly service or the audit court," said Elena Panfilova, head of Transparency International Russia.
The group said it analysed 200 orders made by Rosatom for construction materials, and Panfilova said that firms often complained they were not allowed to take part in Rosatom tenders.
"Rosatom only allows chosen firms to take part in its offers, which are made at high prices in violation of its own norms," added deputy head of Transparency in Russia Ivan Ninenko.
Led by former prime minister Viktor Kiriyenko, Rosatom succeeded the Soviet Union's Ministry of Nuclear Energy and Industry in 1992. It was transformed into a state corporation in 2004.
Rosatom also controls nuclear weapons companies and oversees the country's construction of the first nuclear power plant in Iran.

PALO ALTO, Calif., Nov. 12, 2010 – The chairman of the Joint Chiefs of Staff today delivered the military argument for Senate ratification of the new Strategic Arms Reduction Treaty and talked about the future of deterrence.
Speaking at Stanford University’s Hoover Institution, Navy Adm. Mike Mullen said “the stars may have aligned” to pass the new START pact the United States negotiated with Russia.
“Deterrence today is tougher and more complex. More than one nation can now reach out and touch us with nuclear missiles,” Mullen said to a star-studded audience that included former secretaries of state George Shultz, Condoleezza Rice and Henry Kissinger, and former Defense Secretary William J. Perry. “Americans are potential targets of terrorism wherever they travel, and regional instability in several places around the globe could easily erupt into large-scale conflict.
“Yet, we have done precious little spadework to advance the theory of deterrence,” he continued, noting the lack of serious discussion on deterrence since the end of the Cold War. “It is as if we all breathed a collective sigh of relief when the Soviet Union collapsed and said to ourselves, ‘Well, I guess we don't need to worry about that anymore.’ We were wrong. The demands of deterrence evolve.”
The new treaty will help with the discussion, Mullen said, and the time is right. The stars are aligning for passage, he added.
“A flood of Soviet troops into Afghanistan dissolved support for SALT II in the United States, whereas the fall of the Berlin Wall and later the Soviet Union may well have hastened the signing and ratification of START,” Mullen said. “Today, we lack a similar treaty with Russia. In fact, we haven’t had one for almost a year now. But the arms buildup in the aftermath of SALT II’s disintegration highlights the necessity for some sort of understanding, some sort of verifiable reduction and monitoring regime.”
It is in the interest of both the United States and Russia to ratify this treaty, the chairman told the audience. From the military aspect, the new START treaty “allows us to retain a strong and flexible American nuclear deterrent,” Mullen said.
“It strengthens openness and transparency in our relationship with Russia,” he added.
The treaty also demonstrates America’s commitment to nuclear arms reductions, Mullen said. “I am convinced that New START - permitting us as it does 1,550 aggregate warheads and the freedom to create our own force posture within that limit – leaves us with more than enough nuclear deterrent capability for the world we live in,” he explained.
Mullen said he’s convinced the treaty preserves the nuclear triad and retains U.S. flexibility to continue deploying conventional global strike capabilities.
“I am also convinced that the verification regime is as stringent as it is transparent, and borne of more than 15 years of lessons learned under the original START treaty,” he said.
The new treaty provides for 18 inspections annually, and for sharing data concerning the numbers, locations and technical characteristics of systems subject to the treaty, the admiral noted.
“In other words, we’ll know a lot more about Russian systems and intentions than we do right now,” he said. “And as I have said many times, in many different contexts, in this fast-paced, flatter world of ours, information, and the trust it engenders, is every bit as much a deterrent as any weapon we deploy.”
Because he worries about “what I don’t know and what I can’t see,” Mullen said, the treaty’s inspection provisions are critical.
“So, I believe, and the rest of the military leadership in this country believes, that this treaty is essential to our future security,” said the chairman told the audience. “I believe it enhances and ensures that security. And I hope the Senate will ratify it quickly.”

Vietnam, Russia sign deal on first nuclear plant

Russian Arctic's 'nuclear dump' gets a facelift

Murmansk, Russia (AFP) Oct 17, 2010 An electronic sign along a busy street posts the outside temperature, the wind strength -- and the radioactivity level. Welcome to Russia's Kola Peninsula, a region that still bears the scars of its dubious past as the Soviet Union's "nuclear dump".
When the USSR imploded, the northwestern Russian peninsula was left with ageing nuclear submarines and spent nuclear fuel abandoned in not always airtight containers.
The Soviet breakdown posed a significant threat to the nearby fish-filled Barents Sea, as well as flourishing opportunities for traffickers of nuclear materials.
Two decades and just as many billion dollars later, the "dump" looks a bit less shabby, thanks to funds supplied mostly by the West.
"What is positive, or should I say, least negative, is that the situation is under control when it comes to nuclear safety," said Sergei Zhavoronkin of the region's public council for the safe use of nuclear energy.
"It has not always been the case."
A common practice until the mid-1980s, dumping radioactive waste into the sea is a thing of the past, and the 100 or so submarines once rusting around the peninsula have now almost all been disposed of.
The coastline's lighthouses -- isolated, unoccupied and therefore vulnerable to theft -- have gone from using radioisotope thermoelectric generators, which run on radioactive decay and are widely considered unsafe, to solar power.
"The situation has changed for the better, but from our point of view, there are still problems," said former submarine officer Aleksander Nikitin.

Environmentalists decry risks of new Armenia nuclear reactor

by Staff Writers Yerevan (AFP) Oct 3, 2010 A short drive from the Armenian capital, the enormous cooling towers of the Metzamor nuclear power station sit in a seismic zone that has suffered one of the worst earthquakes in modern history. The international community has long pleaded with Armenia to shut down the Soviet-era plant, which is only 30 kilometres (20 miles) from Yerevan and its 1.1 million residents, and close to the border with eastern Turkey.
But now the controversial station is being given a new lease on life. Under a recent deal, Russia has agreed to help build a new reactor unit for Metzamor that will extend its life by decades.
Armenian authorities insist that the resource-poor country, which relies on Metzamor for 40 percent of its electricity needs, has no choice but to keep the plant alive.
Local environmentalists, however, are calling on the government to drop the plan, saying the risk of a nuclear accident so close to the capital is too high.
"Those who are deciding to build a nuclear power station in such a place are simply not thinking about the future of the Armenian people and don't realise the catastrophic consequences it could have," said Hakob Sanasarian, the chairman of the Yerevan-based Green Union environmental group.
Launched in 1976, the Metzamor plant featured two VVER nuclear reactors, a design that continues to be used throughout the former Soviet Union and eastern Europe.
The plant was shut down in 1988 following the Spitak earthquake in Armenia, which killed 25,000 people and caused widespread devastation. But Armenian authorities restarted one reactor unit at the plant in 1993 following energy shortages that were causing heavy deforestation.
Suffering from an economic blockade imposed by neighbours Turkey and Azerbaijan over its support for ethnic Armenian separatists in Azerbaijan's breakaway Nagorny Karabakh region, Armenia also needed to restart the plant to generate much-needed revenues from electricity exports.
Concerned over the plant's high-risk location and ageing facilities, the European Union in 2004 offered to provide 100 million euros (135 million dollars) in compensatory aid if Yerevan agreed to shut down the reactor.
Authorities have instead decided to upgrade the facility, approving the construction of the new 1,060-megawatt reactor unit at an expected cost of up to five billion dollars (3.7 billion euros).
Armenia signed an agreement with Russia to form a joint venture to build the unit during a visit by President Dmitry Medvedev in August and construction is expected to begin next year.
"For a country like Armenia, which has no great energy resources such as oil and gas but does have an education in producing nuclear power, atomic energy is the best solution," Energy Minister Armen Movsisian told AFP.
He said the reactor, based on a design similar to other reactors being built in China and India, would meet the latest safety standards and have a service-life of 60 years.
Environmentalist Sanasarian, however, said the government is being short-sighted and should instead be focusing on alternative energy sources such as solar and wind power.
"The territory (where the plant is located) is like a broken plate," he said, adding that there are five tectonic faults near Metzamor. "This is the worst place you could put a nuclear power station."
Aside from the danger of potential earthquakes, critics have also raised concerns about the environmental effects of launching the new reactor and have accused the government of failing to provide full information about its impact.
"We have never received answers from the government," said Inga Zarafian of environmental group Ecolur.
"From where will they take the huge amounts of water needed for the reactor to work at such capacity? Where will the nuclear waste be buried? What will they do with the old plant?"
On the streets of Yerevan, residents said they had mixed feelings about keeping the plant alive. Many were worried about the risks it posed but also said they had no desire to return to the power shortages of the early 1990s, when Yerevan often had electricity for only an hour or two per day.
"We all live in constant fear since there is always the danger of an earthquake and of course there is a huge risk from the nuclear station," said Ashot Sagatelian, a 53-year-old shop owner.
"But what are we supposed to do if we have no other source of energy? My children grew up in the darkness and cold of the nineties.... It was a complete nightmare."

Medvedev to push modernization, energy goals on China visit

by Staff Writers Moscow (AFP) Sept 24, 2010 Russian President Dmitry Medvedev will travel to China on Sunday to expand economic ties with the world's largest energy consumer and try to engage Beijing in a range of business and trade projects. With a large business delegation in tow, Medvedev will travel to China at the invitation of Chinese President Hu Jintao, his second trip to the country since assuming office in 2008.
The packed agenda of his three-day trip will include visits to Beijing, Shanghai and Dalian, a port in northeast China which was under Russian control at the turn of the 20th century.
Relations between Moscow and Beijing -- once bitter foes during the Cold War -- have a turbulent history.
The two nations position themselves as counterweights to US global dominance and the Kremlin likes to call its ties with Beijing a "strategic partnership." But Moscow has been watching China's formidable economic might with a mixture of awe and uneasiness.
A key sticking point in ties is that Russian energy supplies still account for the bulk of economic cooperation, analysts say.
The Kremlin, on a mission to modernize Russia's hydrocarbon-dependent economy, wants more Chinese investments and know-how, while Beijing is in no rush to commit, they say.
"Russia has been increasing its energy and materials supply but China bought little else," said Chris Weafer, chief strategist at UralSib investment bank.
"Medvedev will undoubtedly push for Chinese support for his modernization programme and will try to get a commitment from the government to encourage its major corporations to increase investment in the Russian economy and especially outside of extractive industries."
Russia and China jointly run only three industrial parks, said Sergei Luzyanin, deputy director of the Far East Institute at the Russian Academy of Sciences.
"That's a drop in the ocean, of course. It's clear that you need hundreds of them."
"Russia, of course, is trying to entice large investment capital but it is not coming so far."
Energy is also expected to be a major focus of the talks.
"A whole set of documents (to be signed) is related to expanding cooperation in the oil and gas sphere," Medvedev's top foreign policy aide Sergei Prikhodko told reporters.
Russia is keen to diversify its energy supplies and has been in talks with China, the world's largest energy consumer, over gas deliveries.
With pricing remaining a major issue, those talks have dragged on for several years and Russia's powerful prime minister Vladimir Putin travelled to Beijing last October to try to push the talks forward.
Russia's energy czar and Putin's deputy, Igor Sechin, travelled to China earlier this month to lay the groundwork for Medvedev's trip.
During Sechin's visit, Russia and China announced plans to jointly build a 5-billion-dollar oil refinery in the port city of Tianjin and a network of at least 500 petrol stations in the country.
Last year, Moscow and Beijing agreed a 20-year deal to pump Russian oil to China in return for 25 billion dollars in loans.
After talks with top officials in Beijing, Medvedev will travel to Shanghai for Russia Day at World Expo.
Medvedev will kick off his China trip with a visit to Dalian, where he will visit a memorial to Soviet Union war dead.
Known in Russian as "Dalny" (remote), Dalian came under Moscow's control at the turn of the century and was the scene of a major clash between Russian and Japanese forces in the 1904-05 war known as the battle of Port Arthur.
Medvedev will visit the city at a time when China is entangled in a bitter territorial dispute with Japan. Some analysts have said Beijing may try to secure Russia's support in the diplomatic conflict.
Prikhodko said the Dalian trip had been in the works for a year and was intended as a "pro-Russian and not an anti-Japanese gesture."
Top billionaires including Viktor Vekselberg and Oleg Deripaska are set to follow Medvedev to China.

Moscow (UPI) Sep 22, 2010 The Russian Federation has destroyed 19,300 tons of Soviet-era chemical weapons stockpiles. Minpromtorg head Viktor Kholstov presented a report on the ongoing chemical weapons elimination program to a meeting of the Federation Council Committee on Defense and Security, Komsomol'skaia Pravda reported.
Kholstov told committee members that the destroyed weapons represent 48.3 percent of Russia's remaining existing stockpiles, adding, "It means that we fully complied with the third stage of target dates for the destruction of stockpiles of chemical weapons. The main source of financing for the destruction of chemical weapons stockpiles -- is the federal budget."
Kholstov said that when the first stage of the destruction was completed April 29, 2003, the amount of destroyed ammunition was 400 tons, with an additional 8,000 tons eliminated up to April 2007. Under the third phase of the program, 18,000 tons, or 45 percent of all remaining stocks were to be destroyed.
"However, this task was completed last Nov. 25 and by Sept. 1 this year we have already destroyed 19.3 thousand tons of weapons," Kholstov added.

Health effects of the Chernobyl accident: an overview

On 26 April 1986, explosions at reactor number four of the nuclear power plant at Chernobyl in Ukraine, a Republic of the former Soviet Union at that time, led to huge releases of radioactive materials into the atmosphere. These materials were deposited mainly over countries in Europe, but especially over large areas of Belarus, the Russian Federation and Ukraine.
An estimated 350 000 clean-up workers or "liquidators" from the army, power plant staff, local police and fire services were initially involved in containing and cleaning up the radioactive debris during 1986-1987. About 240 000 liquidators received the highest radiation doses while conducting major mitigation activities within the 30 km zone around the reactor. Later, the number of registered liquidators rose to 600 000, although only a small fraction of these were exposed to high levels of radiation.
In the spring and summer of 1986, 116 000 people were evacuated from the area surrounding the Chernobyl reactor to non-contaminated areas. Another 230 000 people were relocated in subsequent years.
Currently about five million people live in areas of Belarus, the Russian Federation and Ukraine with levels of radioactive caesium deposition more than 37 kBq/m2 1 . Among them, about 270 000 people continue to live in areas classified by Soviet authorities as strictly controlled zones (SCZs), where radioactive caesium contamination exceeds 555 kBq/m2.
Evacuation and relocation proved a deeply traumatic experience to many people because of the disruption to social networks and having no possibility to return to their homes. For many there was a social stigma associated with being an "exposed person".
In addition to the lack of reliable information provided to people affected in the first few years after the accident, there was widespread mistrust of official information and the false attribution of most health problems to radiation exposure from Chernobyl.
This fact sheet gives an overview of the health effects of the Chernobyl accident that can be established from high quality scientific studies. For people most affected by the accident, provision of sound, accurate information should assist with their healing process.

In 1993, shortly after the fall of the Soviet Union, the U.S. and the Russian Federation signed a landmark arms-control accord. The "Highly Enriched Uranium (HEU) Purchase Agreement" called for Russia to dismantle thousands of nuclear warheads and convert the weapons-grade uranium in the bombs into fuel for American nuclear-power plants. The agreement is rarely talked about today, but it has been a huge success: Nearly 10% of all electricity in the U.S. is generated by nuclear material taken from the tips of Russian missiles once aimed at American cities.
Think about that: one in every ten lightbulbs in U.S. kitchens, Wal-Marts and baseball stadiums is illuminated by nuclear energy initially designed to obliterate millions of Americans. On Thursday, the U.S. National Nuclear Security Administration (NNSA), which monitors the dismantling of Russian weapons on behalf of the U.S. government, announced that the agreement has reached a milestone: Approximately 400 metric tons of Russian highly enriched uranium — the equivalent of around 16,000 nuclear weapons — have now been converted into low-enriched uranium, the form of the element needed to power nuclear reactors. In the vexing effort to rid the world of nuclear weapons, this little-publicized agreement provides arms-control advocates with an inspirational example of success — and a model for how to move forward.
