State-run utility Korea Electric Power is looking to invest in uranium-enrichment operations and natural gas reserves outside of South Korea as a way to ensure raw materials for nuclear plants, a source at the company said. "We have discussed internally that acquiring stakes in overseas uranium-enrichment facilities and securing fuel will help us win overseas power plant bids," the source said. US helps Ukraine get rid of enriched uranium





Washington (AFP) Dec 31, 2010 The United States has helped Ukraine remove 50 kilos (111 pounds) of highly enriched uranium from three Ukrainian sites to be disposed of in Russia, US officials announced Friday. The move was made as part of a pledge by Ukrainian President Viktor Yanukovych at a nuclear security summit in Washington in April to remove all his country's highly enriched uranium -- which can be used to make atomic weapons -- by 2012.
"This action brings us all one step closer to securing all vulnerable nuclear materials," President Barack Obama said in a statement.
"These actions represent continued Ukrainian leadership in making sure that nuclear weapons never fall into the hands of a terrorist, and working toward a world without nuclear weapons."
In April 2009, Obama promised in a landmark speech in Prague to work towards a world without nuclear weapons. But he has admitted he does not expect to see that goal reached in his lifetime.
"The removal of this highly enriched uranium from Ukraine is a major milestone that brings us one step closer to US President Obama's goal of securing all nuclear material around the world within four years," said Thomas D'Agostino, director of the National Nuclear Security Administration (NNSA).
Five flights in the last half of December were made to remove the highly enriched uranium, fly it to Russia in specially designed caskets, and replace it with low enriched uranium for Ukraine, the NNSA said in its statement.
"NNSA worked closely with Ukrainian authorities, the International Atomic Energy Agency, the Russian Federation, and the United Kingdom to complete this very complicated operation," it added.
As part of the deal, NNSA flew two air shipments of low enriched uranium -- which cannot be used to make a bomb -- to replace the highly enriched uranium located at the Kiev Institute for Nuclear Research and the Kharkiv Institute for Physics and Technology.
"The remaining three flights removed fresh HEU from the facilities in Kiev and Kharkiv as well as the Sevastopol National University of Nuclear Industry and Energy," the NNSA statement added.
The United States also provided Ukraine with new safety equipment and agreed to work with Kiev and Moscow to build a state-of-the-art neutron source facility at the Kharkiv Institute, it added.
"The low enriched uranium and nuclear safety equipment provided to Ukraine in connection with this shipment will support Ukraine's development of safe and secure nuclear energy," Obama added in his statement.
In May, the NNSA working with Ukrainian authorities also successfully removed 56 kilograms (123 pounds) of Russian-origin highly-enriched uranium spent fuel which was taken to Russia by train for storage and disposal.
The US nuclear administration said it had now removed or helped to dispose of 3,085 kilograms (6,700 pounds) of highly enriched uranium and plutonium, adding that represented "enough material to make more than 120 nuclear weapons."

  Dhaka, Dec 13 (IANS) The International Atomic Energy Agency (IAEA) will extend all-out support to Bangladesh in setting up a nuclear power plant, visiting director general of the global nuclear watchdog Yukiya Anano said Monday.
'Bangladesh is an excellent partner of the IAEA. We will help the country strengthen the nuclear infrastructure and capacity building to set up the power plant,' he said.

Indonesia Could be Major Regional Player in Nuclear Power: IAEA Official Jennifer Jett

Jakarta. Indonesia is well positioned to develop nuclear power should it choose to, an international nuclear energy official visiting Jakarta said on Friday.

Glyn Davies, in his first trip to Indonesia as United States representative to the International Atomic Energy Agency (IAEA) this week, said that Indonesia is among nations with the best nuclear infrastructure in Southeast Asia.

He said this infrastructure included research reactors and trained personnel.

“Indonesia is a regional leader, in fact to such a great extent that other countries sometimes come to Indonesia and poach the talent that’s here — the physicists and the others that have been built up over the decades,” he said. More at link:

Russia, US ink agreement on reactor conversion By Jim Heintz

MOSCOW—Russia and the U.S. signed an agreement Tuesday on conducting feasibility studies for converting Russian research nuclear reactors to using low-enriched uranium.
Sergei Kiriyenko, the head of Russia's nuclear agency Rosatom, and U.S. deputy energy secretary Daniel Poneman signed the document.
Some research reactors in the United States already have been converted, part of a nonproliferation initiative to reduce the presence of uranium enriched to a sufficiently high concentration to be used in nuclear weapons.
A text of the agreement was not immediately available after the signing ceremony.
"As a general principle, we believe the right thing to do is to take highly enriched uranium where available and convert research reactors using that to low-enriched uranium, as a global matter that is a safer and more proliferation-resistant way to go," Poneman told reporters.
"It's fitting and proper that both Russia and the United States should be full participants in that process," he said.
Poneman said U.S.-Russian cooperation on such issues demonstrates the increasingly globalized nature of nuclear energy.
A Rosatom subsidiary last month bought 51 percent of the shares in Uranium One, a Canadian company whose holdings include uranium mines in the United States.
Responding to media commentary that the deal indicated the U.S. was losing control of strategic components, Poneman said: "I would say it reflects a misunderstanding of the fundamental nature of the international nuclear fuel cycle. Over a number of decades a very elaborate and complex multilayered fuel cycle has developed around the world."

The existence of a heavy water facility near the town of Arak first emerged with the publication of satellite images by the US-based Institute for Science and International Security in December 2002.
Heavy water is used to moderate the nuclear fission chain reaction either in a certain type of reactor - albeit not the type that Iran is currently building - or produce plutonium for use in a nuclear bomb.
In August 2010, the IAEA visited the IR-40 heavy water reactor site at Arak. It said the facility was still being built but some major equipment had been installed. Iran told the IAEA the operation of the reactor was planned to start in 2013.
The IAEA said that based on satellite imagery, the heavy water production plant appeared to be in operation, but had not had access to it to confirm such reports.

Iran's nuclear programme began in 1974 with plans to build a nuclear power station at Bushehr with German assistance.
The project was abandoned because of the Islamic revolution five years later, but revived in the 1990s when Tehran signed an agreement with Russia to resume work at the site.
Moscow delayed completion on the project while the UN Security Council debated and then passed resolutions aimed at stopping uranium enrichment in Iran.
In December 2007, Moscow started delivering the canisters of enriched uranium the plant needs.
Earlier in the same month, a US intelligence report said Iran was not currently running a military nuclear programme.
There are two pressurised water reactors at the site.
Satellite images from March 2010 show the first completed reactor building on a site that occupies 2.5 square kilometres (one square mile), about 17 km (11 miles) south of the city of Bushehr. Recent developments include a narrow channel to carry cooling water for the reactor from the Gulf.

In December 2010, Iran said it had delivered its first domestically produced uranium ore concentrate, or yellowcake, to a plant that can make it ready for enrichment.
Iran's nuclear chief Ali Akbar Salehi said the first batch of yellowcake had been sent from Gachin mine sent to the Isfahan conversion facility.
Mining operations started at the mine in 2004.
Iran was believed to be running low on its stock of yellowcake, originally imported from South Africa in the 1970s.

Iran is building a plant at a nuclear research facility to convert yellowcake into three forms:
  • Hexafluoride gas - used in gas centrifuges
  • Uranium oxide - used to fuel reactors, albeit not the type Iran is constructing
  • Metal - often used in the cores of nuclear bombs. The IAEA is concerned about the metal's use, as Iran's reactors do not require it as fuel.

Iran resumed uranium enrichment work at Natanz in July 2004, after a halt during negotiations with leading European powers over its programme.
It announced in September 2007 that it had installed 3,000 centrifuges, the machines that do the enrichment. In 2010, Iran told the IAEA Natanz would be the venue for new enrichment facilities - construction of which would start around March 2011.
This is the facility at the heart of Iran's dispute with the United Nations Security Council.
The Council is concerned because the technology used for producing fuel for nuclear power can be used to enrich the uranium to a much higher level to produce a nuclear explosion.

Qom - Uranium enrichment plant

Iran revealed the existence of the Fordo enrichment facility, which is being built about 30km (20 miles) north of Qom, in September 2009.
The facility is believed to be on a mountain on a former Iranian Revolutionary Guards missile site to the north-east of Qom on the Qom-Aliabad highway, Western diplomatic sources say.
Iran said it began the project in 2007 - but the IAEA believes design work started there in 2006.
The IAEA said it expected the Qom site to start enriching uranium in 2011. It is believed to have facility for 3,000 centrifuges for the enrichment of uranium.
Iran wrote to the International Atomic Energy Agency saying it intended to build a plant to enrich uranium to 5% - not enough for a weapon.

The Eurodif gaseous diffusion uranium enrichment plant will operate until the end of 2012 under a newly concluded agreement between Areva and Electricite de France (EdF) that sets the operating conditions for a gradual transition from production at the old plant to the new Georges Besse II centrifuge enrichment plant. The long-awaited agreement, reached under a joint strategic framework between the two companies, will see the 10.8 million SWU Eurodif plant start operating at its minimum technical capacity as soon as possible. The agreement will see EdF supply the plant's electricity for the next two years and also enables EdF to supply an additional 1000 MW of electricity to its customers over that period and guarantees a further 2000 MW beyond that date. The first stage of the first unit of Georges Besse II began operating at the end of 2009 and the second is due to start production in 2011, although the two units are not scheduled to reach full capacity until 2015 and 2016 respectively. Both groups expressed their delight that "a solution has been found to ensure the smooth transition between Eurodif and the Georges Besse II enrichment plant."

Troubling birth of a nuclear plant By MICHAEL RICHARDSON

SINGAPORE — When U.S. nuclear scientist Siegfried Hecker was taken to a new uranium- enrichment facility in North Korea's nuclear complex at Yongbyon last month, he was stunned by what he saw.
From an "astonishingly modern" control room at the plant, he looked down on neatly ordered arrays of 2,000 gas centrifuges. These high-speed spinning machines, each nearly two meters high and 20 centimeters in diameter, can be used to produce uranium fuel for nuclear power plants that generate electricity. They can also be adjusted to make the fissile cores of the most powerful thermonuclear weapons.

Russia opens world's first nuclear fuel bank




http://www.blogger.com/post-create.g?blogID=247854211242866212 Moscow (AFP) Dec 1, 2010 Russia announced Wednesday that it had created the world's first international atomic fuel bank as part of a global effort to curb the spread of nuclear arms to nations such as North Korea and Iran. The Rosatom state atomic energy corporation said the Siberian fuel reserve -- which will operate under the auspices of the United Nations' International Atomic Energy Agency (IAEA) nuclear watchdog -- will have enough material to refuel two civilian nuclear power plants.
"The purpose of this facility is to reduce the risk of other countries processing their own uranium to a minimum," former Foreign Intelligence Service chief Gennady Yevstafyev told AFP. "This will dramatically improve control over the proliferation of nuclear weapons."
The Angarsk bank is the first of about a dozen facilities proposed by various nations following the 2003 discovery of covert enrichment activity in Iran.
The plant now stores 120 tonnes of low-enriched uranium (LEU) that has been enriched to between two and 4.95 percent. Scientists say it can satisfy the electricity needs of a 12-million-strong city for up to a year.
The fuel is considered safe because the weapons-grade uranium desired by nations seeking to build nuclear weapons must be enriched to at least 90 percent.
The IAEA approved the Russian reserve's creation at a historic but contentious two-day meeting in November.
The type of fuel stored in Angarsk is used by most of today's civilian nuclear power plants. Russia first proposed the idea to the IAEA in September 2007 amid fears here that supply cutoffs could be used by Western nations for political purposes.
"This bank was created under the Russian president's initiative to form a global nuclear energy infrastructure (that would ensure) reliable compliance with the nuclear weapons non-proliferation regime," Rosatom said in a statement.
Then-president Vladimir Putin first forwarded the nuclear fuel bank initiative in January 2006 amid a resumption of nuclear dialogue between Russia and the United States.
Moscow and Washington signed their own peaceful nuclear cooperation deal -- known as the 123 Agreement -- two years later and the two sides then both pushed for the bank's approval at the IAEA.
The idea was backed by 23 of the 35 IAEA members at the Vienna meeting but opposed by countries such as Brazil and Pakistan that are just beginning to establish their own nuclear programmes.
"The main problem with nuclear energy is that countries try to develop their own nuclear fuel cycles," Yevstafyev said in reference to the independent production and enrichment of uranium -- an ability perfected by a limited group of states.
"And this cycle is then turned around and focused on developing nuclear weapons. This plant should help stop that."
The Angarsk announcement comes one week after Russia and the IAEA signed a separate agreement on developing a joint training programme for nuclear experts who could then be employed at the various facilities across Russia.
Officials here have voiced fears that they no longer have the scientists and experts they did in the Soviet era to safely operate the country's vast network of nuclear facilities.

Iran, Syria in spotlight at UN atomic watchdog meet

Flag of the International Atomic Energy Agency...Image via WikipediaIran's disputed nuclear drive will top the agenda of a meeting of the UN atomic watchdog this week, a prelude to the resumption of long-stalled talks between Tehran and world powers. The International Atomic Energy Agency convenes for its traditional year-end board meeting at its Vienna headquarters on Thursday and Friday, with the latest report on its long-running investigation into the Islamic republic's nuclear activities set to dominate debate.
Those discussions will effectively serve as a curtain-raiser to a much higher-level round of talks in Geneva three days later where Iran is to sit down with the so-called P5+1 grouping of Britain, China, France, Russia and the United States plus Germany for the first time in over a year.
The IAEA has been investigating Iran's nuclear programme for eight years now to try and establish whether it is entirely peaceful as Tehran claims or whether it masks a covert drive to build a bomb as western powers believe.
In his latest report, circulated to IAEA member states last week, watchdog chief Yukiya Amano complained that Iran was defying UN Security Council resolutions and pressing ahead with uranium enrichment, even if the activities appeared to have run into some sort of technical problems recently.
Iran is under four sets of UN sanctions over its refusal to suspend enrichment of uranium, which can be used to make nuclear fuel or, in highly extended form, the fissile core of an atom bomb.
And the sense of unease in the Middle East was underlined by the WikiLeaks diplomatic cables in which the Saudi king was described as pushing Washington to take military action to prevent Iran from acquiring nuclear weapons.
Earlier this week, Iran's President Mahmoud Ahmadinejad admitted that some of the equipment in the enrichment process had been damaged by a computer malware amid speculation the activities were the target of a cyber-attack.
But he nevertheless insisted that Iran's "right to enrich uranium and produce (nuclear) fuel... is non-negotiable."
The exact agenda of the December 6-7 talks in Geneva is not clear: while the world powers want to focus on the enrichment issue, Tehran wants a wider discussion that includes regional security issues.
The last round of negotiations deadlocked in October 2009.
In addition to Iran, the IAEA's 35-member board of governors will also discuss the agency's latest report on alleged illicit nuclear activities in Syria.
Damascus is accused of building an undeclared reactor at a remote desert site called Dair Alzour until it was bombed by Israeli planes in September 2007.
The IAEA has been investigating the allegations since 2008 and has already said that the building bore some of the characteristics of a nuclear facility.
UN inspectors also detected "significant" traces of man-made uranium at that site, as yet unexplained by Damascus.
In addition, the watchdog has also requested access to three other locations allegedly functionally related to Dair Alzour, but so far to no avail.
Diplomats close to the IAEA say agency chief Amano is growing increasingly impatient with Syria's stonewalling and could soon start pushing for a so-called "special inspection" in Damascus, a rarely-used tool that allows UN inspectors to request more intrusive access to sites. If Syria were to block that request, it could face referral to the UN Security Council.
North Korea will also be on the IAEA agenda, even if UN inspectors have been barred from the reclusive stalinist state.
Earlier this month a US scientist revealed he had been shown a new uranium enrichment plant equipped with at least 1,000 centrifuges at the North's Yongbyon nuclear complex outside the capital Pyongyang.
The news heightened international concern that the communist regime -- which has conducted two nuclear weapons tests -- could produce highly-enriched weapons-grade uranium on top of the plutonium already in its possession.
Finally, the IAEA board is set to discuss a US-backed proposal for a nuclear fuel bank, which countries could turn to if their regular supplies were cut.

Belarus to eliminate highly-enriched uranium stocks

The ex-Soviet state of Belarus announced Wednesday it would eliminate its stocks of highly-enriched uranium by 2012, following talks with US Secretary of State Hillary Clinton.
Clinton won the pledge from Belarus Foreign Minister Sergei Martynov after talks on the sidelines of the OSCE summit in the Kazakhstan capital Astana.
"Foreign Minister Martynov announced that Belarus has decided to eliminate all of its stocks of highly enriched uranium (HEU) and intends to do so by the next nuclear security summit in 2012," said a joint statement.
"The United States intends to provide technical and financial assistance to support the completion of this effort as expeditiously as possible."
White House spokesman Robert Gibbs called the move "a significant step forward" and Clinton praised "a sign of progress in efforts to advance nuclear security and non-proliferation."

Fuel loading completed at Bushehr


The reactor head of the first reactor at Iran's Bushehr nuclear power plant was successfully installed on 23 November, according to Ali Akbar Salehi, head of the Atomic Energy Organization of Iran (AEOI). This marks the completion of fuel loading, according to a report by the Iranian Students News Agency. Fuel loading activities began on 26 October. Previous reports have indicated that the unit will be grid connected in February 2011. The completion of fuel loading comes alongside continuing concern from the International Atomic Energy Agency (IAEA) about Iran's enrichment activities. An IAEA report dated 23 November concluded, "While the Agency continues to verify the non-diversion of declared nuclear material in Iran, Iran has not provided the necessary cooperation to permit the Agency to confirm that all nuclear material in Iran is in peaceful activities." The report also noted that there was a six-day suspension of uranium enrichment at Iran's Natanz plant, which started on 16 November. Some media sources have linked this to the Stuxnet virus attack, but Iran has officially denied that the virus caused any damage.

China Should Remain Prudent in Its Nuclear Fuel Path Mark Hibbs Nuclear Energy Brief, November 22, 2010


Qinshan Nuclear Power PlantAspiring to be a global leader in nuclear power generation by mid-century, China is on the verge of investment decisions that could commit the country to fuel its rapidly growing fleet of nuclear power reactors with plutonium. Should China soon take major and possibly irreversible steps to go that route, the domestic, regional, and global impact of its actions will be profound.
Key Chinese nuclear energy organizations aim to build a series of large fast breeder reactors (FBRs) fueled by plutonium that would be supplied by a commercial-scale spent fuel reprocessing complex. If these projects move forward as their advocates intend, China’s nuclear energy ambitions would match those of Japan and major European nuclear energy-generating countries in fueling reactors with both low-enriched uranium and plutonium. The uranium poses few economic, security, and proliferation challenges. The plutonium, however, does.
Four decades ago, Japan and Europe set out on a similar path that eventually failed to demonstrate commercial viability of plutonium fast breeder programs for reasons of cost, technology, proliferation risk, safety challenges, and political acceptance. Thereafter, reprocessing in Japan and Europe was mostly driven by the need for a short-term solution to the lack of storage space for spent fuel from light water reactors (LWRs). Where storage space for spent fuel has not been an issue, including in the United States, commercial nuclear power programs have opted not to reprocess spent fuel and recycle plutonium.
Although China has thus far moved very cautiously in implementing a nuclear fuel cycle strategy, moving too quickly down its forecasted path could have detrimental effects. It’s unwise for China to commit itself to a rapid deployment of plutonium reactors and premature establishment of commercial-scale reprocessing, as that would burden China’s young nuclear power program with additional safety, security, and proliferation challenges and could prove unnecessarily costly to China.

Iran's nuclear programme suffered one-day outage: IAEAVienna (AFP) Nov 23, 2010 - Iran's uranium enrichment activities came to a complete halt for at least one day this month, a new restricted UN report revealed Tuesday, amid speculation the activities were the target of a cyberattack. "On November 16, no cascades (of uranium-enriching centrifuges at Iran's Natanz enrichment nuclear plant) were being fed with UF6 (uranium hexaflouride)," the International Atomic Energy Agency wrote in a restricted report, a copy of which was obtained by AFP. During a visit on November 5, IAEA inspectors had verified that more than 4,800 such centrifuges were being fed with nuclear material. And almost the same number were up and running again on November 22. There was no indication yet how long the outage lasted, or whether it was longer than just one day, according to a senior diplomat familiar with the IAEA's investigation. The IAEA report did not contain any explanation about the possible reasons for the outage.

And the diplomat also refused to speculate that it was caused by a computer worm, called Stuxnet, that has infiltrated Iran's nuclear facilities recently. Last week, the computer security firm Symantec said Stuxnet may have been specifically designed to disrupt the motors that power gas centrifuges used to enrich uranium. That has given rise to speculation the worm was intended to sabotage nuclear facilities in Iran, especially the Russian-built atomic power plant in the southern city of Bushehr. The report revealed that Iran has now amassed a stockpile of 3,183 kilogrammes of low-enriched uranium in defiance of orders by the UN Security Council to halt all such activity. Low-enriched uranium or LEU can be used to make nuclear fuel, but can also be refined still further to build an atomic warhead.

The West accuses the Islamic republic of seeking to build a bomb, a claim Tehran vehemently denies. The IAEA has been trying to determine for seven years now the exact nature of Iran's nuclear drive, but has so far been unable to say it is entirely peaceful as Tehran claims. Earlier this year, Iran also began enriching uranium to 20 percent, ostensibly for use as fuel in a research reactor that makes radioisotopes for medical treatment. As a result of its decision to move to higher enrichment, the Security Council slapped a fourth round of sanctions on Iran. According to the new report, Iran has since amassed 33 kilogrammes of 20-percent enriched uranium. IAEA inspectors found that while Iran was feeding nuclear material into more and more uranium-enriching centrifuges at its plant in Natanz, the actual daily rate of production of LEU was not increasing significantly. That also could be an indication of possible technical problems, experts say.

Salehi "denied (media) reports and what has appeared in the IAEA report about a one-day halt of enrichment activities in Natanz," the ISNA news agency said.
"In an enrichment plant centrifuges are always being installed, operated, repaired and replaced and this is natural," he said.
He made a similar denial earlier in the day before the IAEA report was made public.
He appeared to be reacting to comments by Olli Heinonen, former IAEA deputy director, who said on Monday that technical problems were slowing down Iran's uranium enrichment.
Centrifuges for enrichment were operating at only 60 percent of capacity and Iran for some reason has removed hundreds of the machines, he said, and "this indicates there is a problem."
In February, Iran started refining uranium to 20 percent purity after a deadlock over a nuclear fuel swap deal drafted by the IAEA and aimed at providing fuel for the Tehran medical research reactor.
Salehi said on Tuesday the enrichment process was continuing apace.
"By the month of Shahrivar next year (September 2011), we will produce fuel for the reactor," he was quoted as saying by IRNA.
He also repeated denials by Iran that Stuxnet had harmed its nuclear programme.
"This virus bumped into a dead-end, a wall, and the enemies could not achieve the goals they had hoped for in the past one and a half years," he said.
Iran has been slapped with four sets of UN Security Council sanctions over its refusal to suspend enrichment.
Enriched uranium can be used as fuel to power nuclear reactors as well as to make the fissile core of an atom bomb. Tehran has repeatedly denied Western accusations that it is working to produce a nuclear bomb.
The IAEA report revealed that Iran has now amassed a stockpile of 3,183 kilogrammes (7,003 pounds) of low-enriched uranium and 33 kilos of 20 percent enriched uranium.
Stalled negotiations between world powers and Iran over Tehran's nuclear programme are now likely to resume on December 5 in Geneva, according to top European Union diplomat Catherine Ashton, for the first time since October 2009.
Referring to the IAEA report, Salehi said it had "improved in comparison with the past and we regard this as a good sign. However, the content is similar to those before."
"There might be different interpretations of cooperation, but Iran will continue to cooperate with the agency within the safeguard agreement and there is no reason to cooperate beyond that," he added.
The report complained that little had changed by way of the IAEA's overall investigation.
It also said Iran was refusing to halt enrichment and to answer questions that the nuclear watchdog has had for the past two years about a possible military dimension to its nuclear work.
The nine-page document has been circulated to IAEA member states and will be discussed by the agency's 35-member board of governors at the beginning of December.

Surprise! North Korea Unveils a Huge New Uranium Plant [Updated] from Danger Room by Spencer Ackerman


As if the possible collapse of the Obama administration’s nuclear-arms treaty with Russia wasn’t bad enough. North Korea just unveiled a new facility for enriching uranium, possibly for nuclear bombs, all as talks to disarm the rogue state are practically dead.
Earlier this month, North Korean officials invited a former Los Alamos National Laboratories director, Siegfried S. Hecker, to its Yongbyon nuclear complex, the major installation in the north’s nuclear apparatus. They were eager to show him an “ultra-modern and clean” uranium-enrichment facility with “2,000 centrifuges… said to be producing low enriched uranium” for a new, 25 to 30 megawatt-electric light-water reactor. Those facilities “could be readily converted to produce highly-enriched uranium (HEU) bomb fuel (or parallel facilities could exist elsewhere).”
The U.S. has known about North Korea’s switch from plutonium bombs to an effort at producing weapons from highly-enriched uranium since 2002. But over the past several years, U.S. intelligence has cast doubt on the North’s ability to successfully enrich uranium, as Pyongyang’s bombs have relied on old-school, less-powerful plutonium for their potency. “The 2,000-centrifuge capability significantly exceeds my estimates and that of most other analysts,” Hecker writes. Suddenly the North may have a viable option to a second type of nuke.
This new facility has been built in barely a year, suggesting a big crash program to build more-powerful bombs than the plutonium ones currently in the North’s arsenal — even while United Nations sanctions against the North have grown more severe. And that might indicate Yongbyon is just the tip of the iceberg in a uranium program that the international community didn’t detect. “To outfit a plant with 2,000 centrifuges this quickly suggests that this may not be the first gas centrifuge plant that North Korea has built,” blogged David Albright and Paul Brannan of the Institute for Science and International Security, a leading nuclear-security think tank. “It is possible that North Korea built another plant previously and either transferred it to Yongbyon or simply built another one based on its experience of bringing the first, perhaps smaller, one into operation.”

If there’s any silver lining, Hacker writes that Yongbyon’s plutonium facilities are still being dismantled, cold comfort as that may be.
Hecker and a colleague heard that the North set up the light-water reactor after the U.S. and the North’s neighbors failed to sufficiently bribe it into disarming with heavy fuel for electricity generation. “We are willing to proceed with the Six-Party Talks and the September 19, 2005 agreement, but we cannot wait for a positive agreement,” Hecker writes the plant’s senior technical adviser told him. “We are trying our best to solve our own problems. We will convert our center to a [light-water reactor] and pilot enrichment facility. It is a high priority to develop uranium enrichment.”
The reactor is supposed to be completed by 2012, but Hecker calls that “unreasonably optimistic.” North Korean officials also claimed that they’re already producing low-enriched uranium at Yongbyon, but Hacker couldn’t verify that.
There’s been lots of speculation in the Korean and Japanese press recently that the North is about to attempt its third bomb test since 2006. An imagery analyst at Jane’s told Global Security Newswire that there have been “notable signs of excavation” at the site of the North’s first nuclear test. All this comes months after the North torpedoed a South Korean ship, killing its crew of 46 sailors, and while successor-in-waiting Kim Jong-un appears to be ridding the ruling communist party of possible rivals.
The New York Times reports that the Obama administration has sent envoys to Russia, China, Japan and South Korea to plan what to do about the new uranium-enrichment plant. It wants China, North Korea’s major patron, to exercise its economic leverage over the North, as international sanctions have clearly failed to dissuade Pyongyang from moving forward with uranium enrichment.
Daryl Kimball, the executive director of the Arms Control Association, one of the most prominent anti-proliferation think tanks in Washington, blogged on Sunday that the new North Korean enrichment facility could represent “another nuclear proliferation tipping point.” Kimball urged Obama to restart talks with the North and “outline, again and in detail, the security assurances, trade benefits, and energy support that the U.S. and other regional allies would be prepared to provide if North Korea once again halted its nuclear and missile programs, ended its proliferation behavior, and dismantled its nuclear complex.”
Like Hecker, Albright and Brannan of the Institute for Science and International Security feared that a lot of the North’s uranium-enrichment work is hidden in secrecy. “[A] centrifuge plant does not exist in a vacuum,” they wrote. “It is still unknown where North Korea researches, develops, and manufactures centrifuges.” But they speculate that the U.S. may have a new weapon in its arsenal to use against the facility: “It is possible that the North Korean plant(s) could be vulnerable to the Stuxnet worm.”
Update, 8:45 p.m.: On the Sunday-show circuit, Admiral Michael Mullen, chairman of the Joint Chiefs of Staff, didn’t exactly say that U.S. intelligence was caught flat-footed by the new uranium facility. But he gestured in that direction: “This is something we’ve been concerned about for a significant period of time,” Mullen said, “and also penetration of — of the North Koreans, in terms of intelligence capabilities, is very, very difficult.” Other U.S. officials denied any such intelligence lapse to reporters on Sunday.

U.S. officials have been aware of North Korea's efforts to go nuclear for years, but the latest report of a new highly sophisticated uranium enrichment plant is a "provocative act of defiance," a senior administration official told Fox News late Saturday.
