U.S. and European diplomats have expressed fear that Iran may try to use diplomacy to forestall more economic sanctions while it continues to push forward with uranium enrichment. A spokesman for Tehran reiterated the strictly "peaceful" nature of the nuclear program (Reuters)
 
and claimed the latest invitation was a signal of "goodwill" and a willingness to cooperate with the international community. In addition, Iran expressed its desire to host the official visit prior to the next round of talks in Istanbul this month, but European officials said the invitation was not likely to be honored (NYT)
 
, if at all, until after the negotiations are completed.

US considers military options against Iran

"We've actually been thinking about military options for a significant period of time," Admiral Mike Mullen, chairman of the US joint chiefs of staff said in an interview with CNN.
Mullen said he doesn't believe that Iran's nuclear plant is for civilian use "for a second."
"In fact, the information and intelligence that I've seen speak very specifically to the contrary. Iran is still very much on a path to be able to develop nuclear weapons, including weaponizing them, putting them on a missile and being able to use them," he said.
Mullen said the United States was focused on dialogue and engagement about Iran's nuclear ambitions, but "in a realistic way."
"They've got a history of gamesmanship that certainly doesn't include closing on significant steps to indicate to the international community that they're not doing this," he said.
On Saturday, Iran said its first atomic power plant built by Russia in Bushehr had begun operations, ahead of a new round of talks with Western powers over the country's controversial nuclear drive.
"Without any propaganda and fuss we sealed the cover of the reactor and all the fuel rods are in the core of the reactor," atomic chief Ali Akbar Salehi was quoted as saying by Fars news agency, without specifying when.
But Salehi said the authorities in the Islamic republic "hope that electricity produced at the Bushehr plant will be connected to the national grid in a month or two."
Iran says it needs the plant, which had been under construction since the 1970s in the southern port city of Bushehr before it was completed by Russia, to meet growing demand for electricity.
But Western governments suspect Iran's nuclear program masks a drive for an atomic weapons capability, an ambition Tehran has steadfastly denied.

"Without any propaganda and fuss we sealed the cover of the reactor and all the fuel rods are in the core of the reactor," atomic chief Ali Akbar Salehi was quoted as saying by Fars news agency, without specifying when.
But Salehi said the authorities in the Islamic republic "hope that electricity produced at the Bushehr plant will be connected to the national grid in a month or two."
Iran says it needs the plant, which had been under construction since the 1970s in the southern port city of Bushehr before it was completed by Russia, to meet growing demand for electricity.
But Western governments suspect Iran's nuclear programme masks a drive for an atomic weapons capability, an ambition Tehran has steadfastly denied.
Salehi's announcement come ahead of the likely resumption of stalled negotiations between world powers and Iran on Tehran's controversial nuclear programme in Geneva on December 5.
EU foreign policy chief Catherine Ashton said this week she had received "informal confirmations" from Iran about the date and location for the talks, "but I want a formal confirmation."
Iran and six world powers -- the United States, Russia, China, France, Britain and Germany -- have agreed to return to the negotiating table for the first time since October 2009, but two sides diverge on what issues should be on the table.
The world powers want the talks to focus on Iran's uranium enrichment programme but Tehran wants a wider discussion that includes regional security issues.
Iran is under four sets of UN sanctions over its refusal to suspend uranium enrichment, the sensitive process which can be used to make nuclear fuel or, in highly extended form, the fissile core of an atom bomb.
Last month Iran said it has begun loading fuel -- provided by Moscow which also recovers the spent fuel-- into the reactor core of Bushehr plant, a move which brings the facility closer to generating electricity after decades of delay.
Iran had begun transferring the fuel to the facility on August 21, a process which was described as the "physical launch" of the power plant.
On October 4, Salehi said the power plant would be ready to generate electricity by January -- two months later than previously announced.
The process of loading the fuel has suffered some hiccups, which Salehi has previously blamed on "severe hot weather" in Bushehr.
Early October, Salehi said a small leak in a pool beside the Bushehr reactor has delayed the start-up of the nuclear plant and four days ago, he also repeated previous denials by Iranian officials that an extraordinary computer worm, Stuxnet, had in any way harmed Iran's nuclea

China Should Remain Prudent in Its Nuclear Fuel Path Mark Hibbs Nuclear Energy Brief, November 22, 2010


Qinshan Nuclear Power PlantAspiring to be a global leader in nuclear power generation by mid-century, China is on the verge of investment decisions that could commit the country to fuel its rapidly growing fleet of nuclear power reactors with plutonium. Should China soon take major and possibly irreversible steps to go that route, the domestic, regional, and global impact of its actions will be profound.
Key Chinese nuclear energy organizations aim to build a series of large fast breeder reactors (FBRs) fueled by plutonium that would be supplied by a commercial-scale spent fuel reprocessing complex. If these projects move forward as their advocates intend, China’s nuclear energy ambitions would match those of Japan and major European nuclear energy-generating countries in fueling reactors with both low-enriched uranium and plutonium. The uranium poses few economic, security, and proliferation challenges. The plutonium, however, does.
Four decades ago, Japan and Europe set out on a similar path that eventually failed to demonstrate commercial viability of plutonium fast breeder programs for reasons of cost, technology, proliferation risk, safety challenges, and political acceptance. Thereafter, reprocessing in Japan and Europe was mostly driven by the need for a short-term solution to the lack of storage space for spent fuel from light water reactors (LWRs). Where storage space for spent fuel has not been an issue, including in the United States, commercial nuclear power programs have opted not to reprocess spent fuel and recycle plutonium.
Although China has thus far moved very cautiously in implementing a nuclear fuel cycle strategy, moving too quickly down its forecasted path could have detrimental effects. It’s unwise for China to commit itself to a rapid deployment of plutonium reactors and premature establishment of commercial-scale reprocessing, as that would burden China’s young nuclear power program with additional safety, security, and proliferation challenges and could prove unnecessarily costly to China.

Energy Tells Tale of Fading West, Booming East
 
The patient is the United States and the diagnosis is "Asia shock."
 
It is a psychological disease with physical symptoms and no known cure. However there are therapies, therapies of trade, diplomacy and fiscal restraint at home.
 
As President Barack Obama jetted around Asia, he may have pondered not so much the economic power that waits East of Suez, but why it took so long to emerge. And why the patient is in denial.
 
In the 18th and 19th centuries, Asia was for the taking by the European colonialists; and take they did.
 
Foremost was Britain with India, Ceylon, Burma, Malaya and coastal enclaves in China. France lumped together the countries of Vietnam, Cambodia and Laos as Indochina. Holland, of shrinking consequence in Europe, dominated Indonesia. Portugal had its toehold in Goa and Macao. Spain dallied in the Philippines till booted out by the emerging power of the time, the United States.
 
Only Japan was sufficiently organized to be a local maker of mischief in Korea and China.
 
Anyone looking at brawling, muscular, talented Asia today has to wonder why the giants slept for so long, and how the colonial masters were so ignorant of the abilities of their subservient people.
 
Blame Britain.
 
During the 15th century, the Age of Discovery, exploration was driven by a lust for wealth in the form of spices, gold and silver. Once the Industrial Revolution got under way in late 18th-century Britain, the lust was for those things plus raw materials to feed the factories. The newly wealthy in London and the south, with their lavish country homes, wanted tea and coffee, herbs and spices, tropical goodies and strange flavors from the East.
 
The colonial compact, more implied than written, was simple: They--the Asians--grow and harvest; the West manufactured.
 
Britain, followed by its rivals, set the policy, and in so doing kept the Industrial Revolution at home; it was not for export.
 
While the British like to export their values, their justice systems and, in a tepid way, Anglicism (Catholic countries were more aggressive in the export of religion), they kept their industrial revolution at home, and all of the secondary industry it spawned. It was a black day in London when it was learned that industrial espionage had allowed spinning technology to escape to America.
 
To this day, the remnants of the system which ruled that "value-added will take place in Britain" can be seen in British specialty products. The great tea-packing houses are still in Britain and Ireland, and some cottons are still woven in Britain.
 
No factories sprang up in the Asian empires of the European colonists. No technology transfer was encouraged, and the enormous latent talent of Asia went unrecognized.
Japan, without colonial influence, industrialized in the first part of the 20th century, but mostly to mechanize its military.
 
It was not until after World War II that Asia stirred and threw off the European constraints. Ironically, along with Japan, the British colonies of Hong Kong and Singapore showed the way.
 
If China was slow to industrialize, it has charged ahead, changing the balance in the world and embracing the central truth of the Industrial Revolution: You need energy to make and move goods.
 
China has signed up developing countries' oil and gas suppliers at a dizzying rate. In contrast, the United States looks at energy--the indispensable element in industrial output--through a post-industrial, environmental lens.
 
According to the World Nuclear Association, China has 39 nuclear reactors planned or on order and 23 under construction. There are 120 on its wish list. The United States has nine on its wish list and is building two.
 
The United States can no longer forge the large components for nuclear reactors. This can be done only in Japan; but China and South Korea are building new facilities to do the work.
The U.S. dominates the world in two disparate arenas: defense technology and entertainment. In nearly all else, it is slipping.
 
It will be a shocking day for Americans when people from another country walk on the moon, where astronauts Neil Armstrong and Buzz Aldrin trod in 1969. But it will happen.

India, U.S. Could Collaborate on WMD Defense from GSN Daily News

An Indian scientific delegation is set to discuss with U.S. counterparts how the elimination of some U.S. restrictions on high-tech trade with the South Asian nation could enable new collaborative work on technologies for countering chemical, biological and nuclear weapons, the Hindustan Times reported today (see GSN, Nov. 8).
President Obama last week announced the United States would ease some controls on exports of sensitive technology to India, regulations originally put in place in response to the South Asian nation's 1998 nuclear tests.
The development of anti-WMD technology was one potential area in which the sides might now pool their scientific resources, said W. Selvamurthy, a chief controller at India's Defense Research and Development Organization.
Selvamurthy is expected to lead the team of Indian scientists in discussions with U.S. Defense Threat Reduction Agency specialists, as well as in an upcoming meeting in Orlando, Florida, to address WMD defense and response planning.

China to build another nuclear reactor for Pakistan

Pakistan and China deepened their relationship on Monday when it emerged there were plans for a fifth Chinese-built nuclear reactor. The revelation was timed to coincide with President Barack Obama's visit to India, Islamabad's arch rival.

India, U.S. ink pact on global center for nuclear energy partnership


NEW DELHI (Kyodo) -- India and the United States signed an agreement Monday to cooperate on an Indian initiative to establish a global center for a nuclear energy partnership.
The pact was inked after a one-on-one meeting in New Delhi between U.S. President Barack Obama and Indian Prime Minister Manmohan Singh.
An Indian government statement said India and the United States will cooperate on initiatives to strengthen global nuclear security and jointly address threats of nuclear terrorism.
Speaking at a joint news conference after his meeting with Singh, Obama said the two sides have decided to strengthen cooperation to fight nuclear terrorism.
Obama said the United States and India have also agreed to implement their bilateral civilian nuclear energy agreement.
Singh said India needs investment of $1 trillion to improve the nation's infrastructure and the United States can play a significant role in this project.
In April Singh unveiled an initiative to set up a global center in India on nuclear energy to address issues such as nuclear security, radiation safety and the application of radiation technology to health.

As the world's most populous country and fastest growing major economy, it's no surprise that China needs energy - lots of energy. Shortcomings in U.S. firm's reactor design may delay deal conclusion

Even as representatives from the U. S. nuclear power companies, Westinghouse Electric Co. and GE Energy, are currently continuing their company-to-company negotiations with the Nuclear Power Corporation of India Ltd. (NPCIL) for building American-made nuclear reactors in India following the Indo-U.S. nuclear deal, significant cost overruns in the nuclear plants being built by the Westinghouse in China have come to light. 
As has been reported earlier (The Hindu, April 3), shortcomings in the design of the Westinghouse's advanced technology reactor AP1000 — which is what India plans to buy from the company — are likely to delay the conclusion of the commercial agreement with the NPCIL by at least a year. The report in The Hindu also stated that the NPCIL officials were aware of these safety concerns in the AP1000 reactors.
These shortcomings, which have to do with inadequate containment features in the design and consequent safety concerns, had been raised by the U.S. Nuclear Regulatory Commission (NRC) in its report in October 2009. More at:

U.S. Seeks Details on Pakistan-China Atomic Deal from GSN Daily News

The United States has called on Pakistan to offer specifics on its nuclear power plant development deal with China, Asian News International reported today (see GSN, Sept. 23).
"We have asked Pakistan to provide details about the nuclear pact with China," U.S. special envoy for Pakistan and Afghanistan Richard Holbrooke said. "It is yet to be seen what international requirements [the] Pak-China nuclear pact fulfills," the Nation reported him as saying.
Washington has suggested Beijing must obtain Nuclear Suppliers Groups clearance to build two new 300-megawatt reactors in the South Asian state's Chashma nuclear site. As it developed strategic weapons outside the Nuclear Nonproliferation Treaty, Islamabad has been cut off from most atomic trade.
China argues that it did not need approval from the atomic exporter nations as its work at the Chashma site predates its membership in the Nuclear Suppliers Group. Both Beijing and Islamabad have said the deal would meet the International Atomic Energy Agency's nonproliferation requirements.
High-level Pakistani diplomats and defense officials met this week with Obama officials in Washington for a third round of strategic talks (see GSN, Oct. 20).
Holbrooke said the two sides discussed Islamabad's wish for a bilateral nuclear civilian trade agreement with Washington, similar to the deal India received in 2008. The United States has played down the potential for a deal that would give Pakistan access to U.S. nuclear materials and technology.
"We are well aware of the Pakistani strategic goal and desire. It's one of the many things we have talked about frankly in private with our friends in Pakistan," Holbrooke said (Asian News International/Sify.com, Oct. 22).

IEA reiterates China is world’s largest energy consumer

The International Energy Agency reasserted its claim that China is the world's leading energy consumer, which China has disputed. According to the IEA, China consumed 2.252 billion tons of oil equivalent in 2009, 0.4% more than the U.S. International Business Times
