Saudi wants nuclear power 'soon': US official

RIYADH — Saudi Arabia plans to be producing nuclear power within 10 years, a senior US trade official said here Monday.
"They want to have civil nuclear power as a part of their mix ... relatively soon," said Under Secretary of Commerce Francisco Sanchez, after meetings with Saudi officials.
The world's largest supplier of oil wants to have nuclear power "within the next 10 years", he told journalists.
Riyadh has begun to move toward nuclear power to replace burning valuable oil and natural gas in power plants.
The country signed a cooperation agreement on civil nuclear technology with the United States in 2008, and has held talks with France and Russia in the past year on similar agreements.
In April the country announced it would build the research-and-development focused King Abdullah City for Nuclear and Renewable Energies to underpin its move to diversify energy use away from fossil fuels.
Sanchez was in Riyadh leading a delegation of US businessmen in the infrastructure and energy sectors to meet Saudi counterparts.

France, Russia looking towards India for nuclear collaboration

France and Russia are among several other countries which are looking towards collaborating with India on nuclear power for global markets, principal scientific adviser to the government, R Chidambaram said today.
As a result of the Indo-US nuclear agreement, nuclear supplier guidelines have undergone few changes, following which many countries, including France and Russia, are talking about partnering with India, he said delivering a talk on 'Energy Technology, Energy Security and Climate Change' at the College of Defence Management (CDM) in Hyderabad.
"They (France and Russia) are not just looking at India as a temporary market but they are all looking for joining (partnership) with India and looking for global markets not only in nuclear power but other sectors," Chidambaram said.
"And that's what we should aim for... to reach for global markets as for as possible with our own efforts and later with international collaboration," he said.
After the Indo-US nuclear deal, projections on nuclear power have been raised and it (nuclear) is expected over 60,000mw by 2032 while till 2020 nuclear power was projected at 20,000mw, the former director of Bhabha Atomic Research Centre said.
"Export oriented IT service has created lot of wealth in the country, but if you want to think of India as a developed country you have to become a global leader in manufacturing," he emphasised.
Quoting a report issued by the Deloitte Global Manufacturing Industry group and the US Council on Competitiveness, Chidambaram said they have put India on the second rank after China in the Global Manufacturing Competitiveness Index for 2010.More at:

Areva head says Mitsubishi Heavy might buy small stake

Mitsubishi Heavy IndustriesImage via WikipediaJapanese group Mitsubishi Heavy Industries could buy 2.0 percent of French nuclear engineering group Areva, marking a "strong symbolic" move, head of Areva Anne Lauvergeon said on Friday. Lauvergeon told French BFM radio: "If they take a small shareholding in Areva of about 2.0 percent, that would be something symbolically strong for future alliances."
But this outlook was not at all on the scale of the links between French auto group Renault and Nissan of Japan, she said.
Areva, a world leader in building nuclear power stations, which is controlled by the French state, announced in June last year that it would open up 15 percent of its capital.
In July this year the French presidential office said that this would happen by the end of 2010.
Sovereign wealth funds in Qatar and Kuwait, and Mitsubishi Heavy Industries have been mentioned as likely shareholders.
On Thursday, Patrick Kron, head of the French industrial group Alstom which also builds power stations, said that he saw any entry of MHI into Areva as seriously problematic because the Japanese company was a direct competitor for Alstom.

France, China to form nuclear power partnership

PARIS, Nov 4 (Reuters) - France and China have agreed to form a strategic partnership in civilian nuclear power that ranges from building reactors in common to exploiting uranium mines, French President Nicolas Sarkozy said on Thursday.
His announcement came after a meeting with Chinese President Hu Jintao, in France for a three-day visit, and the signing of a slew of business deals including a $3.5 billion contract with energy firm Areva CEFPi.PA to supply 20,000 tonnes of uranium.
The partnership marks the coming together of French expertise in civilian nuclear power -- France is overwhelmingly dependent on nuclear energy -- and China's insatiable appetite for cheap energy to fuel its economic growth.
"We have decided to work without limits on a strategic collaboration in the nuclear domain that will go much farther on the full spectrum of nuclear activity," Sarkozy said in a speech after a deal-signing ceremony in the presidential palace.
The two countries will work on nuclear reactors, fuel recycling and uranium extraction and will consider selling the products of their collaboration to third parties, he added. More at:

Areva to announce major Chinese contracts: report




Paris (AFP) Nov 1, 2010 French nuclear energy giant Areva is expected to announce a number of major Chinese contracts during President Hu Jintao's state visit to France this week, Les Echos business daily reported. The group will sign a deal worth three billion dollars to supply nuclear fuel to China Guangdong Nuclear Power Corp (CGNPC), Les Echos reported in its Tuesday edition.
This would see the French firm supply 20,000 tonnes of uranium over the next 10 years, the report said.
Areva will also likely announce progress in negotiations with CGNPC over the construction of two new-generation nuclear reactors, the newspaper said, without citing sources.
Areva may also resume negotiations with the China National Nuclear Corporation over the construction of a nuclear reprocessing facility, it added.
Hu's visit starting Thursday is expected to focus on economic issues and include a series of deals in the aerospace and environmental technology sectors.

All other ways are blocked," said Ahmadinejad, commenting for the first time since the dates for the negotiations between the six world powers and Iran were fixed.
The six world powers -- the United States, Britain, China, France, Russia and Germany -- are to hold talks with Iran from November 15 to 18 to address Western concerns over Tehran's nuclear programme.
The powers led by Washington suspect Iran is masking a weapons drive under the guise of what it says is a purely civilian atomic programme.

GDF's Tractebel in deal to build China MOX plant

A unit of France's GDF Suez has forged a deal with China to develop a pilot facility for generating mixed oxide fuel, according to Belgium's nuclear research center, which is part of the deal. In a report to appear Wednesday, Expansion said EDF is "looking at its own series of reactors," power rated at 1,000 and 1,500 Megawatts, which if finalised could be competition for Areva's third generation European Pressurised Reactor (EPR) and its Atmea design.
Developed with Germany, the EPR has a power rating of 1,650 Megawatts but the design has been dogged by problems. In July EDF announced there would be a two-year delay and cost increases for a plant being built by Areva at Flamanville, northern France.
An EPR under construction in Finland by Areva has also been hit by delays and cost over-runs.
"We are not dropping the EPR but we do not want to put all our eggs in one basket," Expansion quoted a source close to EDF head Henri Proglio as saying.
At the same time, "it is true seen from the outside that it could be interpreted differently -- we and Areva are unable to combine our engineering resources," the source added.
EDF declined to comment when asked about the report.
Relations between EDF and Areva have grown strained and on Monday, La Tribune daily reported that the government wanted EDF to increase its stake in Areva from 2.4 percent to 10-15 percent.
The French government wants to consolidate the French nuclear power industry, a key factor in the national economy, and the newspaper said that these efforts were being given new impetus.
The French state owns 85 percent of EDF which provides most of the electricity used in France generated from one of the world's largest nuclear power networks.

by Staff Writers Kiev (AFP) Sept 24, 2010 A French company has begun work on erecting a new sarcophagus to confine the Chernobyl reactor that exploded in 1986 in the world's worst nuclear disaster, a spokeswoman for the operation said Friday. Workers from France's Novarka are laying rails that will be used to slide a new sarcophagus over the reactor, said Maya Rudenko, a spokeswoman for the Ukrainian state enterprise responsible for securing the reactor.
"It's the first large-scale operation by Novarka for this project," Rudenko said. The Ukrainian authorities over the last three years have carried out preliminary work to clean up the site and demolish buildings, she added.
The fourth reactor at a power station in the Ukrainian city of Chernobyl, around 100 kilometres north of Kiev, exploded in April 1986, contaminating a swathe of Europe, with Ukraine, Belarus and Russia the worst affected.
The remains of the reactor were hastily covered with a concrete sarcophagus in 1986, but the structure is now cracked and unstable.
A consortium made up of French construction companies Bouygues and Vinci won a tender in 2007 to build a new sarcophagus, financed by an international foundation.
The 108-metre-high arched structure, weighing 20,000 tonnes, will be assembled close to the reactor and then slid on rails over the existing sarcophagus.
The project will cost a total of at least 870 million euros (1.17 billion dollars), according to estimates by the Ukrainian government.

Africa's uranium business turns risky

Islamic militants who kidnapped seven people at a French-owned uranium mine in Niger Sept. 16 have warned Western firms that "steal our wealth Â… to leave promptly."
In recent months, the steep rise in the price of uranium oxide, used to fuel nuclear power plants, has attracted Canadian, Australian and Chinese companies to challenge the monopoly in Niger held by France's state-owned nuclear giant, Areva.
It remains to be seen whether these companies will be prepared to risk moving into Niger but uranium is much in demand and that's liable to grow as government around the globe shift to nuclear power as oil reserves shrink.
Nowhere is the nuclear drive stronger than in the Middle East, where oil has been the engine of economic growth.
Al-Qaida of the Islamic Maghreb, which claims to hold the hostages seized in Niger, declared in a statement France shouldn't take military action against it and cast its warning further afield.
It said Western firms "that steal our wealth and take advantage of our people should know that they are legitimate targets for the mujaheddin and they should leave promptly because our land is not a field for plunder and our wealth is not something to be taken advantage of."
That may be little more than jihadist rhetoric to cover a kidnap-for-ransom enterprise and there is considerable skepticism that AQIM has the resources to conduct such a campaign.
But the colonial legacy of France, Britain and Belgium and the backing they have given African dictators in return for access to the continent's wealth is sure to strike a chord among impoverished Africans whose leaders have plundered their countries' natural resources to enrich themselves.
France, which started giving up its 16 colonies in north and west Africa in the 1960s, has been a leading proponent of such a policy.
For decades, this produced corrupt and brutal, yet stable, African partners for France, helping it fend off the rival influences of Britain, the United States and more recently China.
These included President Omar Bongo of resource-rich Gabon, a notorious plunderer who died in June after 41 years in power in what is now the fourth largest oil producer in sub-Saharan Africa.
France has often provided military support for these dictators. From 1997 to 2002, France intervened militarily in its former African colonies 34 times -- 26 of them outside the umbrella of the United Nations.
In June 2009, African analyst Khadija Sharife, writing in Foreign Policy in Focus, observed: "France drew up secretive defense agreements, which are still active today, that authorized it to legally maintain military bases in the Ivory Coast, Gabon, Togo, Cameroon, Djibouti, the Central African Republic, Senegal and other countries Â…
"Clauses contained within the agreements also ensured that France was legally entitled to be informed of and maintain priority access to natural resources, including uranium, oil and gas."
Still, French influence has been waning in Africa. But President Nicolas Sarkozy vowed when he was elected three years ago he would restore French influence in the former colonies and French-speaking countries like the Democratic Republic of Congo, once ruled by Belgium.
The DRC, fabulously wealthy in natural resources, has been steadily plundered by warring factions over the last two decades. It is the world's largest French-speaking nation and if peace is ever restored would be a vital economic partner for Paris.
France's desire to have access to the wealth of the DRC and neighboring Congo-Brazzaville was illustrated by the decision by a French appeals court in October 2009 to halt a judicial investigation into the alleged plundering of their countries' riches by President Denis Sassou-Nguesso of Congo-Brazzaville, Omar Bongo of Gabon and Teodoro Obiang of Equatorial Guinea.
The latter is a former Spanish colony but Paris has courted its despotic rulers because the country's a burgeoning oil producer of growing strategic importance.
The charges of pillaging these nations with the connivance of successive French governments and using the loot to buy real estate in France were brought against the trio of African tyrants by the anti-corruption group Transparency International.
A senior investigating magistrate ruled in May 2009 that there was a case to answer, much to the dismay of Paris. State prosecutors sought to have the investigation stopped, and the appeals court ruled in their favor.

Lawmaker questions Kuwait's nuclear energy plans

A Kuwaiti lawmaker on Thursday questioned plans by the oil-rich Gulf emirate to build a number of nuclear reactors for power generation and demanded information about the expected costs. In a series of questions to Prime Minister Sheikh Nasser Mohammad al-Ahmad al-Sabah, the head of parliament's financial and economic affairs panel, Yussef al-Zalzalah, asked if sufficient studies have been made on the issue.
He also demanded to know the size of the budget allocated for the project and what has been spent so far.
In its drive to develop nuclear energy for peaceful use, particularly to generate electricity, the Gulf state set up Kuwait National Nuclear Energy Committee (KNENEC) in 2009 headed by the prime minister.
The emirate has signed memoranda of cooperation with France, the United States, Japan and Russia and, in April, upgraded its deal with France to the level of a full agreement.
KNNEC secretary general Ahmad Bishara said earlier this month that Kuwait will sign a fifth memorandum of cooperation with South Korea, which last year clinched a multi-billion-dollar deal with the neighbouring United Arab Emirates.
Zalzalah also inquired about press statements that Kuwait planned to build four 1,000-megawatt nuclear reactors by 2022, and if sufficient studies were made, and demanded documents related to the issue.
Kuwait's deals with the nuclear powers call for preparation, planning and nuclear power development which include training, human resources and infrastructure.
Bishara has said Kuwait expects electricity demand to double in 10 to 15 years from the current 11,000 megawatts, which would make the country face a serious power shortage.
The OPEC member currently burns 12 percent of its oil production to meet local electricity needs, and the figure will rise to 20 percent by 2030 if no alternative sources of energy are found, Bishara said.
Kuwait currently pumps around 2.3 million barrels of oil per day.
If the nuclear plans proceed as projected, Bishara estimated nuclear power would meet 15-20 percent of Kuwait's total electricity needs.
KNNEC is conducting a series of studies on the cost of power generation by nuclear energy, setting up legal frameworks, reviews on potential sites for nuclear reactors and human resources, Bishara said.
These studies are expected to be completed before the end of the year, and then the KNNEC will make the decision if Kuwait is to go nuclear, he said.

European Union Reactor Operators Sign Nuclear Research Policy

The French Alternative Energies and Atomic Energy Commission (CEA), Belgian Nuclear Research Centre SCK•CEN and Nuclear Research & Consultancy Group (NRG) have partnered to establish the European Research Area of Experimental Reactors (ERAER) which stresses the importance of cooperation and implementation of a clear policy roadmap for activities in European research reactors.
The policy includes a mid- and long-term roadmap for the new European research reactors. CEA (France), SCK•CEN (Belgium) and NRG (the Netherlands) allocated the following main functions for their new reactors:
  • Reactor Jules Horowitz (Cadarache, France): a high performance materials testing reactor, already under construction;
  • MYRRHA (Mol, Belgium): a flexible fast spectrum irradiation research facility; and
  • Pallas (Petten, the Netherlands): a research reactor as the main European producer for medical isotopes.
The ERAER paper was signed during the General Assembly of the Sustainable Nuclear Energy Platform in Brussels. It emphasizes the following necessary irradiation infrastructure in the future nuclear research area:
  • Opportunities for materials and fuel testing to support reactor safety, plant life management, optimization and innovation for current and future nuclear power reactors;
  • Development of a flexible fast spectrum irradiation facility in order to put Europe in a leading position in the worldwide search for sustainable nuclear energy for tomorrow; and
  • Radioisotope production for nuclear medicine, a major commitment to public health.

  • Used nuclear fuel has long been reprocessed to extract fissile materials for recycling and to reduce the volume of high-level wastes. 
  • New reprocessing technologies are being developed to be deployed in conjunction with fast neutron reactors which will burn all long-lived actinides. 
  • A significant amount of plutonium recovered from used fuel is currently recycled into MOX fuel; a small amount of recovered uranium is recycled. 
A key, nearly unique, characteristic of nuclear energy is that used fuel may be reprocessed to recover fissile and fertile materials in order to provide fresh fuel for existing and future nuclear power plants. Several European countries, Russia and Japan have had a policy to reprocess used nuclear fuel, although government policies in many other countries have not yet addressed the various aspects of reprocessing.
Over the last 50 years the principal reason for reprocessing used fuel has been to recover unused uranium and plutonium in the used fuel elements and thereby close the fuel cycle, gaining some 25% more energy from the original uranium in the process and thus contributing to energy security. A secondary reason is to reduce the volume of material to be disposed of as high-level waste to about one fifth. In addition, the level of radioactivity in the waste from reprocessing is much smaller and after about 100 years falls much more rapidly than in used fuel itself.
In the last decade interest has grown in recovering all long-lived actinides together (i.e. with plutonium) so as to recycle them in fast reactors so that they end up as short-lived fission products. This policy is driven by two factors: reducing the long-term radioactivity in high-level wastes, and reducing the possibility of plutonium being diverted from civil use – thereby increasing proliferation resistance of the fuel cycle. If used fuel is not reprocessed, then in a century or two the built-in radiological protection will have diminished, allowing the plutonium to be recovered for illicit use (though it is unsuitable for weapons due to the non-fissile isotopes present).
Reprocessing used fuela to recover uranium (as reprocessed uranium, or RepU) and plutonium (Pu) avoids the wastage of a valuable resource. Most of it – about 96% – is uranium, of which less than 1% is the fissile U-235 (often 0.4-0.8%); and up to 1% is plutonium. Both can be recycled as fresh fuel, saving up to 30% of the natural uranium otherwise required. The materials potentially available for recycling (but locked up in stored used fuel) could conceivably run the US reactor fleet of about 100 GWe for almost 30 years with no new uranium input.
So far, almost 90,000 tonnes (of 290,000 t discharged) of used fuel from commercial power reactors has been reprocessed. Annual reprocessing capacity is now some 4000 tonnes per year for normal oxide fuels, but not all of it is operational.
Between now and 2030 some 400,000 tonnes of used fuel is expected to be generated worldwide, including 60,000 t in North America and 69,000 t in Europe.

The composition of reprocessed uranium (RepU) depends on the initial enrichment and the time the fuel has been in the reactor, but it is mostly U-238. It will normally have less than 1% U-235 (typically about 0.5% U-235) and also smaller amounts of U-232 and U-236 created in the reactor. The U-232, though only in trace amounts, has daughter nuclides which are strong gamma-emitters, making the material difficult to handle. However, once in the reactor, U-232 is no problem (it captures a neutron and becomes fissile U-233). It is largely formed through alpha decay of Pu-236, and the concentration of it peaks after about 10 years of storage.
The U-236 isotope is a neutron absorber present in much larger amounts, typically 0.4% to 0.6% – more with higher burn-up – which means that if reprocessed uranium is used for fresh fuel in a conventional reactor it must be enriched significantly more (e.g. up to one-tenth more) than is required for natural uraniumb. Thus RepU from low burn-up fuel is more likely to be suitable for re-enrichment, while that from high burn-up fuel is best used for blending or MOX fuel fabrication.
The other minor uranium isotopes are U-233 (fissile), U-234 (from original ore, enriched with U-235, fertile), and U-237 (short half-life beta emitter). None of these affects the use of handling of the reprocessed uranium significantly. In the future, laser enrichment techniques may be able to remove these isotopes.
Reprocessed uranium (especially from earlier military reprocessing) may also be contaminated with traces of fission products and transuranics. This will affect its suitability for recycling either as blend material or via enrichment. Over 2002-06 USEC successfully cleaned up 7400 tonnes of technetium-contaminated uranium from the US Department of Energy.
Most of the separated uranium (RepU) remains in storage, though its conversion and re-enrichment (in UK, Russia and Netherlands) has been demonstrated, along with its re-use in fresh fuel. Some 16,000 tonnes of RepU from Magnox reactors in UK has been usedc to make about 1650 tonnes of enriched AGR fuel. In Belgium, France, Germany and Switzerland over 8000 tonnes of RepU has been recycled into nuclear power plants. In Japan the figure is over 335 tonnes in tests and in India about 250 t of RepU has been recycled into PHWRs. Allowing for impurities affecting both its treatment and use, RepU value has been assessed as about half that of natural uranium.
Plutonium from reprocessing will have an isotopic concentration determined by the fuel burn-up level. The higher the burn-up levels, the less value is the plutonium, due to increasing proportion of non-fissile isotopes and minor actinides, and depletion of fissile plutonium isotopesd. Whether this plutonium is separated on its own or with other actinides is a major policy issue relevant to reprocessing (see section on Reprocessing policies below).
Most of the separated plutonium is used almost immediately in mixed oxide (MOX) fuel. World MOX production capacity is currently around 200 tonnes per year, nearly all of which is in France (see page on Mixed Oxide (MOX) Fuel).
