"While the goals of nonproliferation policy are laudable and needed, the bureaucracy established to implement these laws is not. We are at a point where U.S. participation in the world nuclear expansion is diminished, allowing other nations to be faster in granting approvals to work with other nations by implementing equally effective nonproliferation policies.
What is missing is common sense. What is needed is a rewrite of legislation to eliminate centers of delay to allow the United States to compete and affect nuclear expansion on a world scale. The limitations imposed on training and information exchange are at best archaic and totally contrary to expanding our influence to the development of safe nuclear energy for peaceful purposes." IAEA and ICTP Opens Nuclear Energy Management School
Nuclear power is being considered as a clean energy option by ever more countries. Currently, the IAEA is involved in projects dealing with the introduction of nuclear power in 58 of the Agency’s 151 Member States. The Agency projects that within the next twenty years, as many as 25 countries will be operating their first nuclear power plants.

Spectator: Nuclear Renaissance Blossoms - Without the USA by William Tucker
This summer China surpassed the United States as the world's largest producer of energy. What was noteworthy, however, is not what China has accomplished over the past 10 years -- doubling its energy capacity -- but what it is planning for its future.
Under construction now in China are 23 nuclear reactors, many originally of American design. The Chinese are building four Westinghouse AP1000s -- a model our Nuclear Regulatory Commission has not even approved yet. On the drawing boards are at least 30 more projects. By 2020, China's nuclear complex will be more than half the size of the U.S.'s aging fleet of 104.
But that's just the beginning. In July the Chinese announced plans for a 50-square-mile "Nuclear City" in Haiyan, 70 miles south of Shanghai. The city, which now houses much of China's nuclear industry, will now add an educational center for training nuclear engineers and scientists, a center for the study of radiation safety, a research lab for radiation-based industry and agriculture, a manufacturing center for nuclear parts, and a marketing center to sell nuclear power to the rest of the world.
At this point, the world probably doesn't need much persuading. Outside America's borders, the long-awaited Nuclear Renaissance is now fully under way. There are currently 60 reactors under construction around the globe, with countries as diverse as Vietnam, Brazil, Turkey, and Jordan planning nuclear programs.
What is America's role in this? Not much, except perhaps for running after everyone shouting, "Hey, wait a minute, we invented this technology." On the basis of outdated treaties and outmoded concerns about nuclear proliferation, we are currently: a) telling South Korea it cannot reprocess its own spent fuel rods, and b) telling Jordan it cannot process its own uranium. Both countries are furious at America's buttinski ways and are politely telling us to get lost. After all, both countries have many other options to which to turn.

Proliferation Poses Broader Danger Than Terrorists, MI6 Chief Says from GSN Daily News
The United Kingdom's spy chief today asserted that WMD proliferation among nations could have more widespread effects than terrorist strikes on Western targets, Reuters reported (see GSN, Oct. 21).
The remarks by Secret Intelligence Service head John Sawers to a London audience followed the government's recently released National Security Strategy, which cited a terrorism attack on the United Kingdom as a greater threat than a nuclear strike.
"Terrorism is difficult enough, and despite our collective efforts, an attack may well get through. The human cost would be huge," said Sawers, who leads the foreign-intelligence gathering agency popularly known as MI6. "But our country, our democratic system, will not be brought down by a typical terrorist attack."
"The dangers of proliferation of nuclear weapons and chemical and biological weapons are more far-reaching. It can alter the whole balance of power in a region," he said (William Maclean, Reuters I, Oct. 28).
Sawers also said there was a strong need for vigorous vetting of intelligence findings, citing failures leading up to the 2003 U.S.-led invasion of Iraq, which was based largely on the assertion that the Hussein regime possessed weapons of mass destruction. Following the invasion, no operational arsenals or indicators of active WMD programs were found.

IAEA Wants Research Reactors to use Low Enriched Uranium
There are approximately 250 operating civilian research and test reactors worldwide, of which around 75 use highly enriched uranium (HEU) as their fuel. But the use of HEU has the potential of nuclear proliferation as it could also be used for producing material used for nuclear weapons. The IAEA works with global partners focusing on how to convert HEU reactors to ones that can use low enriched uranium (LEU). More at:

Asian nations need to cooperate in nuclear field
As a whopping 271 nuclear power reactors are being planned in Asia, there is an urgent need for cooperation among countries of the region to the meet the various technological and infrastructural challenges and proliferation concerns, a top industry official said here Monday. 'The Asian nations have to face the challenges like choice of technology and reactor size, setting up acceptable infrastructure, developing human resource, developing safety and quality culture, gaining pubic confidence, setting up regulatory framework, management of spent fuel and instituting nuclear non-proliferation and nuclear security framework,' said S.K.Jain, chairman and managing director of the Nuclear Power Corporation of India (NPCIL)
India's strength lies in building small and modular reactors (SMR) an idea that is being discussed in the nuclear world. The country can export 220 MW pressurised heavy water reactors (PHWR) to friendly countries. 'The strength of Asia in the nuclear domain includes human resources, lowest cost, well developed industry and allied infrastructure and development of end-to-end technologies in the nuclear power field,' Jain added. According to him, 493 reactors are being planned and proposed in the world, of which 271 are in Asia. Leading the Asian pack is China that has planned 153 reactors followed by India with 60 reactors, Vietnam (14), Japan(13), South Korea, Indonesia and Thailand (six each), Kazakhstan and Pakistan (four each), Bangladesh (two), Armenia, Malaysia and North Korea (one each)

In the international civilian nuclear arena, it appears that the Orwellian maxim applies: all states are equal, but some are more equal than others. In early August the Wall Street Journal reported that the United States and Vietnam are in advanced negotiations for a civilian nuclear cooperation accord, also known as a “123” agreement. By all accounts, the agreement under discussion would not impinge upon Vietnam’s right to enrich uranium, a process that is required to create new reactor fuel, but one that also confers the key ability to produce fissile material for nuclear weapons. The deal follows hard on the heels of the Bush administration’s famous (or infamous) 123 agreement with India that allowed a non-signatory to the Non-Proliferation Treaty to continue domestic enrichment and reprocessing while enjoying the benefits of civilian nuclear trade with the United States.
Ignoring the proliferation concerns present in an opaque Indian nuclear system or an embryonic Vietnamese program, what is most troublesome is the government’s rationale for permitting enrichment in Vietnam. According to Philip Crowley, State Department assistant secretary for public affairs, “if Vietnam chooses, exercising its right under the NPT [Non-Proliferation Treaty] to enrichment, that is a decision for them to make. It’s not a decision for the United States to make.”
While Mr. Crowley is correct in citing the NPT—Article IV of the treaty declares the “inalienable right” for each country to pursue nuclear energy—his literal interpretation appears in stark contrast to the U.S. attitude to aspirant civilian nuclear states in the Middle East. The recent 123 agreement with the United Arab Emirates, which is on a fast-track to building a nuclear energy program, precludes enrichment and reprocessing. The UAE’s concessions were based on the grounds that the U.S. will not enter into a more lenient 123 agreement with any other nation in the Middle East. The hard line in the UAE deal with regard to enrichment is also evident in the Obama administration’s attitude to Jordan, a steadfast ally that signed the NPT in 1968, despite recently discovering abundant domestic reserves of natural uranium.
This unconcealed double-standard creates two problems: first, it makes it difficult for this administration, which has taken admirable steps to engage the countries in the Middle East, to show that it is not talking out of both sides of its mouth. Second, it undermines the administration’s condemnation of the nuclear cooperation between China and Pakistan, despite the latter’s egregious proliferation record.
The Obama administration would be better served by adopting a singular nuclear energy cooperation policy. While some may dismiss such a stance as impeding necessary diplomatic flexibility, for a topic as sensitive as nuclear energy and non-proliferation, in regions as tumultuous as the Middle East, South Asia, and Southeast Asia, unwavering principles are a good thing.

The spread of nuclear weapons is a danger, but if one nation should decide to disavow its nonproliferation commitments, there is little reason to expect an epidemic.
This time, the sky is surely falling. At the very least, the world is at a "tipping point" in the direction of a nuclear armed crowd with far more countries actively pursuing and acquiring nuclear weapons. On this point, Hillary Clinton, Benjamin Netanyahu, Ban Ki-moon and John McCain all agree.
This proliferation pessimism often finds expression in metaphors about nuclear dominoes, chains, cascades and waves. In most cases the gloomy scenario anticipates a reactive process in which Iran's "going nuclear" leads to decisions by other states in the region and possibly elsewhere to follow suit in quick succession.
Such prognoses are often cited in support of arguments for urgent action to stop Iran's nuclear program. And yet, as was the case with the "domino theory" of the spread of Communism, little evidence is marshaled to support assertions about reactive proliferation.
A review of declassified U.S. national intelligence estimates (NIEs), as well as scholarly prognoses, shows that nuclear alarmism has been a feature of U.S. threat assessments throughout most of the nuclear age.
The catalysts for projections of rapid proliferation and the characteristics of "threshold states" have changed over time, but past forecasts have routinely overestimated the pace of proliferation.

Tougher Nuclear Inspections Allowed in 102 Nations
The International Atomic Energy Agency is now authorized to conduct heightened nuclear oversight of 102 nations, the United Nations announced today (see GSN, Jan. 5, 2009).
The Additional Protocol to the IAEA safeguards agreements with Rwanda and Swaziland have entered into force.
The U.N. nuclear watchdog's 35-nation governing board established the Additional Protocol in 1997 to increase the "effectiveness and efficiency" of IAEA inspections, according to a U.N. press release. By joining the arrangement, signatory nations agree to grant the agency additional data on their atomic activities and to allow audits of their nuclear facilities with little notice.
The Additional Protocol is an “essential tool for the agency to be able to provide credible assurance, not only that declared nuclear material is not being diverted from peaceful uses, but also that there are no undeclared nuclear material and activities in states with comprehensive safeguards agreements," IAEA Director General Yukiya Amano said in a statement to his organization's General Conference.
The 18 nations outside the Nuclear Nonproliferation Treaty should promptly enter the pact, Amano added (U.N. release, Sept. 20).

China reaffirms commitments to nuclear security at IAEA meeting
VIENNA, Sept.14 (Xinhua) -- China remains committed to strengthening international cooperation against nuclear terrorism and promoting nuclear safety, a Chinese diplomat told the International Atomic Energy Agency (IAEA) directors meeting here Tuesday.
Hu Xiaodi, China's permanent representative and ambassador to the United Nations and Other International Organizations in Vienna, said that the Chinese government always pays great attention to security issues on nuclear materials and facilities and positively participate in various activities on nuclear security led by the IAEA.
At the Nuclear Security Summit in April, Chinese President Hu Jintao raised five points of proposals on stepping up international cooperation on meeting nuclear security challenges, he said.
In August, China Atomic Energy Authority (CAEA) and the IAEA signed a practical arrangement in the field of nuclear security in Beijing, which played a significant role in effectively achieving China' s commitments to nuclear security and strengthening cooperation with the agency on nuclear security, the diplomat added.
He said China has joined the agency's Illicit Trafficking Database (ITDB) program and constantly improved the management and access control of its domestic radioactive source in the light of the Code of Conduct on the Safety and Security of Radioactive Sources and supplementary Guidance on the Import and Export of Radioactive Sources.
He also pointed out that the Convention on the Physical Protection of Nuclear Material and its amendment is an important international instrument to promote international nuclear non-proliferation and nuclear security.
China submitted the ratification of the Amendment to the convention in September last year, becoming the second country with nuclear weapons to ratify the convention following Russia, the diplomat went on.
China also called for more countries to take positive action to ratify the convention so that it enters into force as soon as possible, he added.
The diplomat also noted that this year is the first year for the implementation of the IAEA' s Nuclear Security Plan for 2010-2013 and the IAEA has done a great deal of work in the aspects of promoting the implementation of international legal documents, helping the member states to establish and improve their nuclear security regulations system, infrastructure and capability-building.

The diplomat also noted that this year is the first year for the implementation of the IAEA' s Nuclear Security Plan for 2010-2013 and the IAEA has done a great deal of work in the aspects of promoting the implementation of international legal documents, helping the member states to establish and improve their nuclear security regulations system, infrastructure and capability-building.

Stage Set for Premiere Global Nuclear Issues Conference
An intense week of discussion and exchange opens on 20 September, when the IAEA´s 54th General Conference (GC) is set to begin. Held annually, the Conference is also the Agency´s highest policymaking body.
Senior officials and representatives from 151 IAEA Member States are expected to gather to address issues ranging from the IAEA´s budget and plan of work for the coming year, to resolutions on development and security issues.
IAEA Deputy Director General David Waller explains that the GC works almost like a "three-ring circus". Member States representatives´ discussions hold center stage. Simultaneously, Member States and the Secretariat develop research and technical cooperation plans, nuclear regulators´ meet and the IAEA´s Scientific Forum is held.
"This year´s Scientific Forum will be focusing on combating cancer in developing countries," says Waller.
Although the media often refers to the IAEA as "the UN´s nuclear watchdog", its mission and work addresses much more than nuclear non-proliferation, such as establishing and refining nuclear safety standards, improving human and animal health, agriculture and resource management. A number of events and meetings to be held during the GC reflect the diversity of the IAEA´s work.
Nuclear technology now comprises a broad spectrum of activities, including power generation, industrial applications, and food and water security.
"Nuclear technology, in my view, is the most powerful technology that we have. Its application covers mankind´s every activity," says Kwaku Aning, the Secretary of IAEA´s Policy Making Organs.
Waller and Aning stress that the GC is the most important networking opportunity for the nuclear world. They both emphasize the annual meeting´s crucial role as the premier global forum for exchanging ideas and enhancing collaboration to ensure the peaceful applications of nuclear technology.

Syria has not cooperated with the Agency since June 2008 in connection with the unresolved issues related to the Dair Alzour site and the other three locations allegedly functionally related to it. As a consequence, the Agency has not been able to make progress towards resolving the outstanding issues related to those sites." So concludes the September 6, 2010 International Atomic Agency report revealing the nuclear investigative dead end bearing on suspect Syrian nuclear activities. Simply reissuing the conclusion, as IAEA does on a quarterly basis, marks a policy to nowhere. The time is long overdue for the nuclear watchdog to take a more assertive stand not simply to hold Damascus accountable for past and continued nuclear cheating but to use Syria as an example to buttress the flailing nonproliferation regime. Nuclear Threats
Two specific types of conflicts – the narrow one between India and Pakistan and the broader one involving America’s efforts to prevent WMD proliferation – were responsible for a much, much larger proportion of all nuclear threats between 1991 and 2010 than any other pair of conflicts in the previous two decades. If nuclear threats are less dispersed across countries and conflicts now than they were before, but the overall number is up, the crises or wars that do involve nuclear threats will involve more of them per crisis or war. I would argue that when a crisis involves multiple threats to use nuclear weapons, this is a symptom and/or cause of increased escalatory potential. Thus, those with a stake in preventing the future use of nuclear weapons would do well to pay attention to these particularly dangerous political conflicts.
