NNSA Announces Elimination of More Than 400 Metric Tons of Russian HEU
Program reaches 80 percent completion milestone

WASHINGTON, DC - The National Nuclear Security Administration (NNSA) today announced that it has monitored the elimination of more than 400 metric tons (MT) of Russian highly enriched uranium (HEU) – the equivalent of more than 16,000 nuclear weapons – under a landmark nuclear nonproliferation program.
The 1993 U.S.-Russian HEU Purchase Agreement is now 80 percent complete and by 2013 will convert 500 MT of HEU from dismantled Russian nuclear weapons into low enriched uranium (LEU) for peaceful nuclear energy use. Nearly half of all electricity generated in commercial nuclear reactors in the U.S. comes from fuel that has its origins in Russian nuclear weapons. 
"This is the ultimate swords to plowshares program, and I commend the continued joint commitment of the U.S. and Russian Federation to the safe and irreversible elimination of excess fissile materials under this important bilateral agreement," said NNSA Administrator Thomas D'Agostino. "This milestone puts us one step closer to accomplishing the President's goal of securing or eliminating all weapons-usable nuclear materials worldwide."
The agreement requires the Russian Federation to convert weapons-origin HEU into LEU in Russia. The LEU is then delivered to the U.S. where it is fabricated into nuclear fuel and used in commercial reactors to generate approximately 10 percent of all electrical power nationwide.
NNSA's HEU Transparency Program monitors the Russian HEU to LEU conversion process to ensure that all LEU delivered to the U.S. under the agreement is derived from Russian weapons HEU. The Program implements extensive access and monitoring rights during 24 annual monitoring visits to four Russian HEU processing facilities. At these facilities, U.S. experts measure and observe HEU processing firsthand, and this information allows the U.S. to confirm that Russian HEU conversion activities fulfill the agreement’s nonproliferation goals.
To date, the NNSA Program has conducted 290 monitoring visits to Russian HEU processing facilities, and U.S. experts monitor the elimination of 30 metric tons of HEU each year – the annual equivalent of 1,200 nuclear weapons. The Russian Federation also conducts reciprocal monitoring activities at U.S. facilities to confirm the peaceful use of all LEU delivered under the agreement. 
The United States Enrichment Corp. and Techsnabexport, the executive agents for the agreement, manage the commercial aspects and logistics of the uranium shipments and transfers.

General Atomics to Develop Energy Multiplier Module Reactor for 2022


Nuclear and defense supplier General Atomics announced in February, 2010 that they would launch a 12-year ($1.7 billion) program to develop a new kind of small, commercial nuclear reactor in the U.S. that could run on spent fuel from big reactors.

The General Atomics reactor, which is dubbed EM2 for Energy Multiplier Module, would be about one-quarter the size of a conventional reactor and have unusual features, including the ability to burn used fuel, which still contains more than 90% of its original energy. Such reuse would reduce the volume and toxicity of the waste that remained. General Atomics calculates there is so much U.S. nuclear waste that it could fuel 3,000 of the proposed reactors, far more than it anticipates building.

The EM2 would operate at temperatures as high as 850 degrees Centigrade, which is about twice as hot as a conventional water-cooled reactor. The very high temperatures would make the reactor especially well suited to industrial uses that go beyond electricity production, such as extracting oil from tar sands, desalinating water and refining petroleum to make fuel and chemicals.

General Atomics intends to complete a preliminary design for the reactor and demonstrate that it can manufacture fuel elements in the next few years. It wants to be in a position to seek NRC design certification within five years, and, if no big problems emerge, to gain required approvals to sell reactors and make fuel assemblies by 2022

The Sudanese government announced it plans to build the country's first nuclear reactor and first nuclear power plant in 2020, the African Business Journal reported, citing the Sudanese state news agency SUNA. SUNA quoted Mohammed Ahmed Hassen el-Tayeb, director-general of the Sudanese Atomic Energy Agency, as saying: "The Ministry of Electricity and Dams has already started preparing for the project to produce power from nuclear energy in cooperation with the International Atomic Energy Agency and is expected to build the first nuclear power plant in year 2020." The Iranian government says it has the right to decide which international inspectors will be allowed to monitor its nuclear facilities.

A spokesman for Iran's Foreign Ministry said Tehran could reject the inspectors on the basis of their previous activities.

The official, Ramin Mahmanparast, was echoing comments by the nation's nuclear chief Ali Akbar Salehi, who noted Iran had accepted alternate inspectors provided by the International Atomic Energy Agency.

Merkel's Energy Plan Is 'A Gift to the Nuclear Industry'

Germany's nuclear plants were due to be phased out by 2021. Now Chancellor Merkel has given them a 12-year reprieve as part of a transition to a low-emissions future. German commentators are critical of the government's new energy strategy, calling it a victory for the nuclear lobby.
After months of debate, the German government announced a controversial new policy on Sunday evening to extend the lifespans of the nation's nuclear power plants. They were scheduled to go offline -- under a phase-out law forged under former Chancellor Gerhard Schröder -- by 2021 at the latest. Now, however, each viable reactor will run for an average of 12 years beyond its current decommissioning date, with newer reactors staying online for an additional 14 years.

Environmentalists have called the new policy a gift to the nuclear lobby. German Chancellor Angela Merkel has tried to soften the blow by arguing that nuclear energy plays an essential role as a "bridge" technology in a national transition from conventional fuels to renewable energies by the mid-21st century. Merkel's plan -- developed by her coalition government of conservative Christian Democrats (CDU/CSU) and business-friendly Free Democrats (FDP) -- promises significant government subsidies for wind, solar and biomass technologies, and it sets ambitious goals for reducing greenhouse-gas emissions. The plan aims for an 80 percent slash in emissions by 2050.
The fact that nuclear energy is almost CO2-free may help achieve that goal, but the government also wants Germans to become more energy efficient. By supporting a national program of renovating German buildings it hopes to slash energy demand over the next four decades by 40 percent.

Plans are advancing for the construction of the first industrial park in China to help with the rapid development of the country's nuclear power industry, with detailed engineering and construction preparation work at the site in Haiyan, Zhejiang province, expected to start soon.

The coastal city of Haiyan, on the Yangtze Delta, has been selected to house the 'Nuclear City'. It is some 118 kilometres (70 miles) southwest of Shanghai and close to the cities of Hangzhou, Suzhou and Ningbo. It also lies midway along China’s coast, where several nuclear power plants have been constructed or are planned.

Policy Responses to Global Warming

  • The human enhancement of global warming is seen as a worldwide problem and policy responses have accordingly had an international basis. 
  • The principal focus has been on reducing carbon dioxide and other greenhouse gas emissions. 
  • Arguably, nuclear power is the single most significant means of limiting the increase in greenhouse gas concentrations while enabling access to abundant electricity. 
Emissions of greenhouse gases have a global impact, unlike some other forms of pollution. Whether they are emitted in Asia, Africa, Europe, or the Americas, they rapidly disperse evenly across the globe. This is one reason why efforts to tackle global warming have been addressed through international collaboration and agreement.
The principal forum for international climate change action has been the United Nations, which has led to the Framework Convention on Climate Change (UNFCCC) and the Kyoto Protocol. However, more recently other international approaches have been put in place, the Asia Pacific Partnership and agreements under the G8, starting with their 2005 meeting in Gleneagles, UK.

Despite the large number of these emerging countries, they are not expected to contribute very much to the expansion of nuclear capacity in the foreseeable future – the main growth will come in countries where the technology is already well established.  However, in the longer term, the trend to urbanisation in less-developed countries will greatly increase the demand for electricity, and especially that supplied by base-load plants such as nuclear. The pattern of energy demand in these countries will become more like that of Europe, North America and Japan.

The risks of potential accidents at nuclear power plants are compared to the risks of other energy forms by a new OECD report for policymakers considering nuclear energy.

The OECD's analysis, Comparing Nuclear Accident Risks with Those from Other Energy Sources, is meant to help policymakers understand how accident risks are managed at nuclear plants and illustrate that with a comparison of risks from other energy sources. The intergovernmental body presented data compiled by the Paul Scherrer Institute on every accident causing five or more prompt deaths in the energy industry between 1969 and 2000.

In that time period there were 1870 such severe accidents around the world resulting in 81,258 deaths. The only severe accident at a nuclear power plant - Chernobyl - killed 31 plant and emergency workers.

Energy, Climate Change, Food Security and Health Shape Nuclear Future 

Each year the IAEA reports on the progress and challenges faced in the previous 12 months. Last year, "the Agency devoted particular attention to assisting Member States in meeting their energy needs, responding to concerns about climate change, helping to ensure food security and access to clean water, and improving health care through the use of nuclear techniques," notes the Annual Report 2009, which covers all aspects of the Agency´s work.

The IAEA helps its Member States in a number of disciplines: IAEA scientists develop crops that can thrive in today´s increasingly adverse climatic conditions, strengthen our ability to improve childhood nutrition and maternal health, bolster the environmental sustainability of land use and energy production, provide more robust tools in the fight against communicable diseases and help fight cancer in the developing world. While highlighting the many benefits derived from such activities, the Technical Cooperation Report for 2009 also examines how the Agency´s Technical Cooperation Programme contributes to the achievement of the Millennium Development Goals, among other activities.
As the use of nuclear technology continues to spread around the world, the 2009 Nuclear Safety Review covers issues relating to the development and application of internationally-recognized nuclear safety standards, protecting nuclear facilities from natural disasters, worker safety, disused radioactive sources, and the global population´s increasing exposure to ionizing radiation as a result of medical diagnostic procedures.
"The year 2008 was paradoxical for nuclear power. Projections of future growth were revised upwards, but no new reactors were connected to the grid. It was the first year since 1955 without at least one new reactor coming on-line. There were, however, ten construction starts, the most since 1985." That snapshot of the global nuclear power sector is found in the Nuclear Technology Review 2009. The Review explores the evolving state of nuclear power plant construction worldwide as well as areas where nuclear and isotopic techniques are making valuable contributions to socioeconomic development, such as water resource management, food security, human health, and environmental protection.
Finally, the Safeguards Statement for 2009 provides insight into how the safeguards agreements, in force in 170 countries, are implemented.
