Chu: Global fuel bank will foster nuclear cooperation
The International Atomic Energy Agency should consider creating a global "fuel bank" that would allow countries access to nuclear material for peaceful purposes, while safeguarding against proliferation, writes Energy Secretary Steven Chu.
